1. PUBLIC HEARING: Consideration of a one-year extension of a conditional
use permit~ PCC-S1-7, for a church at 1655 Brand~wine
Avenue - CalvaryChapel of Chula Vista
A. BACKGROUND
On January 14, 1981, the Planning Commission granted a conditional use
permit (PCC-81-7) to the Calvary Chapel of Chula Vista in order to locate and
operate a church and Sunday School within an existing neighborhood shopping
center at 1655 Brandywine Avenue in the P-C zone. The permit was granted for
a period of three years. The applicant is requesting a one-year extension of
the permit.
B. RECOMMENDATION
Adopt a motion approving a one-year extension of conditional use permit
PCC-81-7 and authorizing the Zoning Administrator to approve any future
extensions.
C. DISCUSSION
The church has been operating without incident since 1981. Attached is a
letter of support from the president of the Robinhood Homeowners Association.
Since the church has been operating without any problems affecting the
original findings of approval, a one-year extension is recommended. If the
Planning Commission has no objections, it is further recommended that future
requests for extensions be subject to Zoning Admininistrator approval rather
than bringing the matter back to the Planning Commission. This would save
considerable time for the applicant and reduce the staff time necessary to act
upon the request.

SUBJECT: Case No. PCC-81-7 (Calvary Chapel)
The Board of Directors and manbership of the Robinhood Point Homeowaers
Association wish to endorse the extension of the conditional use
requested by the Calvary Chapel of Chula Vista.
The Calvary Chapel has proven to be a good neighbor and a beneficial
influence on the life and enviror~ent of this cou,L~nity. Many residents
of Robinhood Point and adjoining homeowners associations attend services
at the Chapel and wholeheartedly support the continuation of their
m~nistry in this area.

2. PCM-84-7 - Consideration of street name change for Dora Lane and a portion
of Brandywine Avenue - Chula Vista CommunityHospital
A. BACKGROUND
The Chula Vista Community Hospital is requesting that Dora Lane be renamed
to Medical Center Court and a portion of Brandywine Avenue north of Orange
Avenue be renamed to Medical Center Drive.
B. RECOMMENDATION
Adopt a motion recommending that the City Council approve the request to
change the name of Dora Lane to Medical Center Court and deny the street name
change for Brandywine Avenue to Medical Center Drive between Telegraph Canyon
Road and Orange Avenue.
C. DISCUSSION
Chula Vista Community Hospital and Vista Hill Hospital are located on Dora
Lane. In addition, there is a medical office complex in the process of
construction. A convalescent hospital is also planned along Dora Lane
sometime in the future. The applicant states that renaming Dora Lane and
Brandywine would increase the public's awareness of the location of these
health care facilities and that the street name changes are supported by the
other property owners on Dora Lane. The applicant is of the opinion that
changing one name and not the other would not be as effective.
Brandywine Avenue is designated on the City of Chula Vista's General Plan
as a collector road connecting Telegraph Canyon Road to Otay Valley Road.
When the road is completed, it will measure approximately two miles in
length. However, at the present time, only portions of this road are
improved. The improved or partially improved portions are: from Telegraph
Canyon Road south to Dora Lane; a 282-foot segment north of Orange Avenue
(four homes front on that segment); and a segment beginning at the northerly
boundary of the Bon Vivant development, south to Otay Valley Road. The name
change request as submitted would not include the segment of Brandywine Avenue
south of Orange Avenue because of the existing development along that portion.
Changing the name of a continuous collector street causes confusion on the
part of motorists and is considered undesirable by the Fire Department, Police
Department, and the Engineering Department. An existing example in the City
of Chula Vista of two different street names on a continuous street alignment
is the Crest Drive, Oleander Avenue alignment. North of Telegraph Canyon
Road, the street is named Crest Drive and to the south, it is named Oleander
Avenue. The fact that the names change at the intersection of a major street
does not reduce the confusion.

On the other hand, the full length of Brand~ine will probably not be
built for several years. Until it is built, there would be no confusion to
motorists.
If the entire existing and planned length of Brand3avine was changed to
Medical Center Drive, it would eliminate the problem of motorists confusion
referred to above. However, the question then becomes whether Medical Center
Drive is an appropriate name for this street for its entire length from
Telegraph Canyon Road to Otay Valley Road. The portion of Brand~ine between
Telegraph Canyon Road and Orange Avenue might be appropriate because access to
the hospital complex would be primarily from these two streets. The portion
of Brand~ine south of Orange Avenue probably would not be a main access route
to the hospital complex.
There is an existing freestanding pole sign located at the intersection of
Telegraph Canyon Road and Brand3a~ine Avenue directing motorists to the Chula
Vista Community Hospital. The sign is proposed to be modified to provide
identification for the Vista Hill Hospital facility which should provide
better directional assistance for persons visiting either hospital or the
related facilities.
The Engineering and Planning Departments are of the opinion that the sign
on Telegraph Canyon Road and changing the name of Dora Lane to Medical Center
Court would provide adequate direction for individuals seeking these
facilities.
