SUMMARY
Funding for the Vehicle Replacement Fund has been eliminated in the Fiscal Year 2010
budget and the department is in need of three vehicles to maintain operational
effectiveness. Funds for this purchase will come from the Asset Seizure Fund.

That Council adopts the resolution.

DISCUSSION
The Police Department has a need for three new unmarked vehicles. One vehicle is for
replacement of a vehicle which was damaged beyond repair by a fleeing felon, one is for
replacement of a vehicle which has high mileage and the last vehicle is being added as a
result of the Police Department reorganization which transferred a lieutenant to the
Special Investigations Unit (Sill). The SIU lieutenant requires a City vehicle due to the

nature and responsibilities of the position. All three vehicles will meet the City's alternate
fuel standards as each is E-85 flex fuel compliant.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by thi~ action and has detennined that it is
not site specific and consequently the 500 foot rule found in California Code of
Regulations section 1 8704.2(a)(l) is not applicable to this decision.
FISCAL IMPACT
Approval of this resolution will result in the appropriation of $67,000 from the available
balance of the Asset Sei=e Fund to the Fiscal Year 2010 Police Department Capital
Category. There is no impact to the General Fund for this project.
ONGOING FISCAL IMPACT.
No further appropriations will be needed to complete this project. Fuel and maintenance
are already budgeted as part of the normal budget adoption process.

CATEGORY OF THE ASSET SEIZURE FUND FOR
VEHICLE PURCHASES
WHEREAS, the Police Department is in need of three new vehicles to maintain
operational abilities; and
WHEREAS, the Police Department can utilize Asset Seizure funds to purchase
these vehicles resulting in no impact to the City's General Fund.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula
Vista does hereby appropriate $67,000 to the Capital Expenditures category of the Asset
Seizure fund.
