HomeMy WebLinkAboutReso 2010-063RESOLUTION NO. 2010-063 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA REJECTING THE BIDS OF THE FIRST AND SECOND APPARENT LOW BIDDERS AS NON-RESPONSIVE AND AWARDING THE CONTRACT TO THE THIRD LOWEST BIDDER FOR THE "UPGRADE OF TRAFFIC SIGNAL INTERSECTIONS IN THE CITY OF CHULA VISTA, CALIFORNIA, (TF360A) FEDERAL PROJECT NO. HSIPL 5203 (025)" PROJECT TO PTM GENERAL ENGINEERING SERVICES, INC. IN THE AMOUNT OF $261,261, AND AUTHORIZING AN INTER-PROJECT TRANSFER IN THE AMOUNT OF $62,090 FROM THE TF366 PROJECT TO TF360 WHEREAS, on February ] 0, 2010, the Director of Public Works received sealed bids for the "Upgrade of Traffic Signal Intersections in the City of Chula Vista, California, (TF360A) Federal Project No. HSIPL 5203 (025)" CIP Project; and WHEREAS, this project is included in the fiscal year 2008/2009 Capital Improvement Program budget to upgrade and repair existing traffic signal equipment at approximately thirty- one (31) major intersections; and WHEREAS, Project TF360A, Phase 1 will upgrade eighteen (18) of these thirty-one (31) traffic signal intersections; and WHEREAS, this project provides the upgrade of traffic signals, pavement markings, pavement delineation, and improvements to bicycle and pedestrian facilities citywide; and WHEREAS, out of the thirty-one (31) intersections, there are ten (l0) intersections that need major traffic signal modifications, including new pedestrian ramps and will be constructed in Phase 2 of the TF360 project; and WHEREAS, the remaining twenty-one (21) intersections originally identified in the grant application involve minor traffic signal modification work, which is included in this phase of the project; and WHEREAS, Phase 1 consists of signal modification work at only eighteen (18) of the twenty-one (21) intersections because three (3) intersections have already been completed either by City forces or were included in other City projects; and Resolution No. 2010-063 Page 2 WHEREAS, the Director of Public Works received six (6) bids as follows: CONTRACTOR SUBMITTAL TOTAL RESULTS SUBMITTED Missing Signed 1 Republic Intelligent Transportation Service, Documents pg. 10, & $218 817,50 Inc., Novato, California missing signed Affidavit .13 2 HMS Construction, Inc., Missing Letter of $245,569.00 Vista, California Capacity for signature 3 PTM General Engineering Services, Inc., All requirements $261,261.00 Riverside, California Meet 4 DBX, Inc., Missing Letter of $297,883.00 Temecula, California Capacity for signature 5 Steiny and Company, Inc., Missing Letter of $305,900.00 Baldwin Park, California Capacity for signature 6 Southwest Traffic Signal Service, Inc., Missing Letter of $309,036.00 El Cajon, California Capacity for signature WHEREAS, staff rejects the first and second appazent low bidders as non-responsive due to bid in•egulazities and awazds the contract to the third lowest bidder, PTM General Engineering Services, Inc., in the amount of $261,261; and WHEREAS, the bid submitted by PTM General Engineering Service, Inc. of $261,261 is below the Engineer's estimate of $277,795 by $16,534, or approximately 6%; and WHEREAS, staff has contacted the Project Engineer for the last three construction projects that this contractor has performed for local agencies and has found that PTM General Engineering Services, Inc. has performed the work satisfactorily; and WHEREAS, staff has reviewed the low bid and recommends awarding the contract to PTM General Engineering Services, Inc. of Riverside, California. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby reject the bids of the first and second appazent low bidders as non-responsive and awazd the contract to the third lowest bidder for the "Upgrade of Traffic Signal Intersections in the City of Chula Vista, California, (TF360A) Federal Project No. HSIPL 5203 (025)" Project to PTM General Engineering Services, Inc. in the amount of $261,261, and authorize aninter- project transfer in the amount of $62,090 from the TF366 Project to TF360.
