SUMMARY
To lower energy costs and reduce peak energy demand, Chula Vista will be installing approximately
500 kW of solar photovoltaic systems at 11 municipal facilities over the next 8 months. The project's
costs are being funded through a low-interest California Energy Commission loan and federal
American Recovery & Reinvestment Act funds. In addition, $772,817 of California Solar Initiative
incentives have been reserved for the project helping to further reduce net implementation costs. The
new solar photovoltaic systems will help to achieve the City's goal of generating at least 20% of
municipal facilities' energy demand with on-site renewable energy generation as outlined in the
Municipal Building Energy Efficiency Policy (2005).
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed project for compliance with
the California Environmental. Quality Act (CEQA) and has determined that the project qualifies for
a Class 8 categorical exemption pursuant to Section 15308 [Actions by Regulatory Agencies for
Protection of the Environment] of the State CEQA Guidelines because the energy savings resulting
ITom the renewable energy project will contribute to reducing Chula Vista's greenhouse gas or
"carbon'" emissions thus improving air quality. Therefore, no further CEQA environmental review
IS necessary.

RECOMMENDATION
Council adopt the resolution.
BOARDS/COMMISSION RECOMMENDATION
The proposed solar photovoltaic project was presented to the Resource Conservation Commission
(RCe) at their February 22, 2010 meeting as an Information Item. Although the RCC did not take
formal action, the Commission expressed general support for the project.
DISCUSSION
The City of Chula Vista has identified the installation of renewable energy systems as a top priority in
its energy and carbon management efforts. Through its Municipal Building Energy Efficiency
Policy (2005), the City established a goal of generating at least 20% of its municipal facilities'
energy demand with on-site renewable energy. Currently, there are 75 kW of Solar Photovoltaic
(PV) systems on a variety of municipal buildings - Nature Center (6 kW), Public Works
Household Hazardous Waste Facility (4 kW), Civic Center Building #200 (30 kW), and the Police
Headquarters (35 kW) - meeting 1.5% of energy demand. These Solar PV systems produce
electricity during peak daytime energy periods when grid-delivered electricity is most expensive
and when there is potential for electricity supply disruptions. In addition, the City boasts two
Solar Hot Water systems which use the Sun's heat energy to warm pool water at the Lorna Verde
and Parkway Aquatic Centers.
As part of the Council-approved Climat~ Protection Measures Implementation Plan (Measure #5),
staff has developed a capital improvement project to install approximately 500 kW of additional
Solar PV systems at 11 municipal sites. The new systems will produce over 715,000 kWh of
electricitY annually (equivalent to the yearly energy use of 120 homes), reduce municipal
greenhouse gas emissions by 262 metric tons CO2, and increase on-site renewable generation to
11.5% of total municipal energy demand. The $3.2 million project is being financed through a
low-interest California Energy Commission loan ($1,579,285) and federal Energy Efficiency &
Conservation Block Grants ($874,300). Staff has also applied to reserve incentive funds through
the California Solar Initiative (CSI). The CSI is a 10-year program by the California Energy
Commission and the California Public Utilities Commission to facilitate the installation of 3,000
MW of solar energy systems statewide by providing cash incentives to residents, businesses, and
institutions. As a result of the City's application, the California Center for Sustainable Energy,
which administers the CSI program in San Diego County, has reserved $772,817 for the project
based on its proposed size and electrical output. The incentives will help reduce the project's net
implementation costs and shorten the payback period for the related California Energy
Commission loan.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found a conflict exists, in that
Councilmember Steve CastaTIeda has property holdings within 500 feet of the boundaries of the
property which is the subject of this action.

CURRENT YEAR FISCAL IMP ACT
The CSI incentive, in conjunction with federal and state grants/loans, will cover all capital costs
associated with installing the Solar PV systems. Specifically, the $772,817 California Solar
Initiative incentive will reduce the net implementation costs for the capital improvement project.
City staff time costs associated with implementing the project will be supported through the
SDG&E Local Government Partnership which is funded by California utility ratepayers under the
auspices of the California Public Utilities Commission.
At this time, staff is recommending appropriating the incentive funds to the following Capital

ONGOING FISCAL IMPACT
The project will generate $182,674 in estimated annual energy cost savings which will be used to
repay the debt service for a related California Energy Commission loan (simple payback <11
years). Once the loan is repaid, the City's General Fund would begin to accrue the full annual cost
savings. In addition, the City will realize more incremental energy cost savings sooner as utility
rates increase every few years.

OF CHULA VISTA (I) ACCEPTING $772,817 IN
INCENTIVE FUNDS FROM THE CALIFORNIA SOLAR
INITIATIVE TO INSTALL SOLAR PHOTOVOLTAIC
SYSTEMS AT MULTIPLE MUNICIPAL FACILITIES (2)
APPROPRIATING $772,817 IN INCENTIVE FUNDS TO
THE CITY'S ENERGY CONSERVATION FUND (3)
AMENDING THE FISCAL YEAR 2009-2010 CAPITAL
IMPROVEMENT PROGRAM AND (4) APPROPRIATING
$772,817 OF CITY ENERGY CONSERVATION FUNDS
TO EXISTING CIP G0208 (MUNICIPAL SOLAR
PHOTOVOLTAIC SYSTEMS)
WHEREAS, the City of Chula Vista has identified the installation of renewable
energy systems as a top priority in its energy and carbon management efforts; and
WHEREAS, as part of the Council-approved Climate Protection Measures
Implementation Plan (Measure #5), staff has developed a capital improvement project to
install approximately 500 kW of additional Solar PV systems at II municipal sites; and
WHEREAS, the $3.2 million project is being financed through a low-interest
California Energy Commission loan ($1,579,285) and federal Energy Efficiency &
Conservation Block Grants ($874,300); and
WHEREAS, staff has also applied to reserve incentive funds through the California
Solar Initiative (CSI); and
WHEREAS, as a result of the City's application, the California Center for
Sustainable Energy, which administers the CSI program in San Diego County, has
reserved $772,817 for the project based on its proposed size and electrical output; and
WHEREAS, the incentives will help reduce the project's net implementation costs
and shorten the payback period for the related California Energy Commission loan.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby:
1. Accept $772,817 in incentive funds from the California solar initiative to
install solar photovoltaic systems at multiple municipal facilities; and
2. Appropriate $772,817 in incentive funds to the City's Energy Conservation
Fund; and
3. Amend the Fiscal Year 2009-2010 Capital Improvement Program; and

expenditure category for crp GG208.
