SUMMARY
The Chula Vista Public Library received a one-time grant award from the California State
Library - Library Services and Technology Act in the amount of $5,000 for fiscal year 2010
for the reimbursement of educational costs for library employee (s) undertaking graduate
study to obtain a Masters in Library Science.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed actlVlty for
compliance with the California Environmental Quality Act (CEQA) and has determined
that the activity is not a project as defined under section 15378 of the State CEQA
guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the
activity is not subject to CEQA.
RECOMMENDATION
Council adopts the resolution.

The Chula Vista Public Library has been awarded a one-time grant in the amount of
$5,000 from the California State Library - Library Services and Technology Act (LSTA)
to support library employees currently undertaking a Masters of Library Science (MLS).
Participants may utilize this amount for expenses incurred through June 30, 2010 and are
required to submit to the California State Library quarterly financial reports, a 6- month
program narrative report and a final program narrative report. The Masters in Library
Science is an educational requirement for employment as a librarian. Tbe Chula Vista
Public Library has employee(s) on staff currently emolled in Masters of Library Science
(MLS) programs.
DECISION MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is
not site specific and consequently the 500-foot rule found in California Code of
Regulations section 18704.2(a)(l) is not applicable to this decision.
CURRENT YEAR FISCAL IMP ACT
Approval of this resolution will result in a one-time appropnatlOn of $5,000 to the
Library Department supplies and services budget. The California State Library is the
source of funding; therefore, there is no fiscal impact to the City.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

WHEREAS, the Chula Vista Public Library received a one-time grant award from the
California State Library - Library Services and Technology Act (LSTA) in the amount 01'$5,000
for fiscal year 2009/2010 for reimbursement of educational costs incurred by library
employee(s); and
WHEREAS, this grant will allow library employee(s) to be reimbursed for the costs
associated with obtaining a Masters in Library Science (MLS), an educational requirement for
employment as a librarian; and
WHEREAS, the Chula Vista Public Library has employee(s) currently on staff and
enrolled in a Masters of Library Science program; and
WHEREAS, the reimbursement of educational costs will occur through June 30, 2010
and recipients will submit to the California State Library quarterly, program narrative and final
program narrative reports.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby amend the fiscal year 2009/20 I 0 Library Department budget by appropriating
one-time grant revenue from the California State Library - Library Services and Technology Act
(LST A) in the amount of $5,000 to the supplies and services expenditure category for library
education costs incurred by library employee(s).
