RESOLUTION NO. 10396 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE SUBMISSION OF THE 1981-82 COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION \~1EREAS, the City is eligible for funds under the Community Development Block Grant program; and, WHEREAS, the City has been notified of its entitle- ment amount for 1981-82, which is $1,099,000; and, WHEREAS, two public hearings have been held regarding the expenditure of these funds, and a budget has been made which co,~forms to the regulation for their use, and is included in the attached application for funds. NOW, THEREFORE, BE IT RESOLVED that the application is hereby approved for submission to the appropriate agencies, and the Mayor is authorized to sign on behalf of the City. These changes have been made due to an increase in the entitlement amount, an analysis of program needs, and citizen input. The revisions represent an increase in the level of funding for existing programs, rather than the creation or elimination of programs. Following is an explanation of each change. 1. Code enforcement is increased due to increased salaries for the positions involved in this program. 2. Housing rehabilitation is increased in the Mueller Neighborhood due to the success of this program in this particular area. 3. The Senior Information and Referral Center is. increased in the third year from $8,000 to $10,000 due to increased costs of operating the center. 4. The Neighborhood Center projects (numbers 9.0 and 10.0) have been renamed "Neighborhood Recreational Facil ities." This is as a result of citizen input, and will allow a wider range of facilities to be constructed in the neighborhood. The amounts of funding for the projects remains the same. PROJECT SUMMARY Vista Square Neighborhood Page 2 of 2 of this activity is to inspect all units in the neighborhood. Expected accomplishments during 1981-82 are to inspect 100 units. Rehabilitation of Private Properties This program offers low-interest loans of 5% and 10% to residents of the neighborhood. Lower income persons may receive the 5% rate, and elderly and disabled persons are eligible for a deferred payment loan. To maximize Block Grant funds, the City has secured an interest subsidy loan agreement with a 1 oca 1 ban k. Therefore, Block Grant funds wi 11 1 everage pri va te sector funds at a 2:1 or 4:1 ratio depending on the interest rate. . Removal of Architectural Barriers This program is designed to assist and improve the mobility of senior citizens and handicapped persons. A deferred loan is also available to senior citizens and disabled persons. The $50,000 scheduled for Mueller will leverage approximately $100,000 of private investment to rehabilitate sub-standard units and homes showing signs of deterioration in the community. Code Enforcement Program To begin the rehabilitation of housing units, a code enforcement program similar to the program planned for other NSA's has been implemented. Through this pro- gram, all units in the neighborhood will be inspected for code violations. Those units with violations will be eligible for low-interest loans to correct these violations through the Housing Rehabilitation Program. Mobilehome Rehabilitation through Neighborhood Non-Profit Organization This is a continuation of a program started in the first year which makes low interest loans or grants to owners of mobilehomes and trailers. NARRATIVE FOR TABLE III The City of Chula Vista's Three Year Goals for housing assistance have been modified to provide additional assistance to low and moderate-income households. Following is an explanation of each change compared to the revised Table III which was approved May 23, 1980. 1. Line 5: The City's COBG-funded Housing Rehabilitation Program has assisted substantially more than 120 owner-occupied units in its three neighborhood strategy areas. The Line 5 entry represents only those dwellings owned by families at or below 80% of the SMSA median income. 2. Line 15(c): New rental units for elderly/handicapped persons have been increased from 75 to 100 units. The City has obtained a site which may be able to contain up to 100 units of this type, and it has issued a request for proposal to select a non-profit applicant for Section 202/8 funding to be built on that site. The City anticipates an allocation of 150 units of Section 202/8 to this allocation area, so we feel optimistic about securing program reservation of up to 100 units. 3. Line 18: A total of 25 units have been included due to the availability of CDBG funds for rental rehabilitation. To date, 15 units have already been rehabilitated and occupied by low and moderate-income persons. Addi- tional units have been rehabilitated, and agreements have been executed with the owners limiting the rents to the Section 8 Fair Market rents, but the income status of the residents is not known. 4. Line 21: The San Diego County Housing Authority, with whom the City of Chula Vista has an agreement, has obtained authorization for 72 units of Section 8 Moderate Rehabilitation, to be shared among the cities of Chula Vista and La Mesa, and the unincorporated County area. It is reasonable to expect Chula Vista to receive 25 of these units. 5. Line 26: The mix of elderly/handicapped, small family and large family has been changed to maintain the proper percentage of housing assistance for renters by household type. NARRATIVE FOR TABLE V The City of Chula Vista has the resources available to accomplish the goals listed in Table V during 198I-82,and through them to accomplish the three year goals set forth in Table III. Following is an explanation of the actions to be taken for each 'goal . 1. Line 6: A total of $210,000 is budgeted for CD8G housing rehabil itation projects for 1981-82. This amount, plus approximately $320,000 in leveraged private investment, will be more than enough to rehabilitate these 56 units, as well as the ten units on Line 17. 2. Line 14: Elderly/Handicapped: the City has purchased a site for up to 100 units of this type of housing with its Section 108 loan. The City has issued a request for proposal to select a non-profit applicant for Section 202/8 funding to be built on that site. The City anticipates an allocation of 100 units of Section 202/8 to this allocation area, so we feel optimistic about securing a program reservation of up to 100 units. An ordinance has also been passed to allow density bonuses to developers who will construct new rental units for elderly persons. Small/Large Family: the City through the San Diego County Housing Authority, has received a reservation for 100 units of family low-rent public housing, and we are currently taking steps to insure its use. 3. Line 17: See Line 6 above. 4. Line 20: The Section 8 Moderate Rehabilitation program is expected to provide this number of units in 1981-82, through the San Diego County Housing Authori ty. 5. Line 25: The Section 8 Existing program is expected to provide these units through the San Diego County Housing Authority.
