RESOLUTION NO. 10358
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING PROPOSED BUDGET AND ACHIEVEMENT REPORT
FOR THE DOWNTOWN IMPROVEMENT DISTRICT
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, Ordinance No. 1885 requires the City Council to
review the budget submitted by and the activities of the Town
Centre Business and Professional Association, and to authorize the
disbursement of funds received through the business license tax
imposed on the parking and business improvement area for the
general promotion of retail trade and other commercial and
professional businesses, and
WHEREAS, the Town Centre Business and Professional
Association has nOw submitted the budget and achievement report as
set forth in Exhibits A and B, attached hereto and incorporated
herein by reference as if set forth in full, and
WHEREAS, the Finance Director has recommended that the
Council now approve the proposed 1981 budget and accept the 1980
report of achievements as contained in said exhibits.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the proposed 1981
budget of the Town Centre Business and Professional Association
and accepts the achievement report recommending the desirability
of continuing the Downtown Improvement Area.

Gentlemen:
The Town Centre Business and Professional Association consisting of
several hundred pp-ople offers many, and diverse services and goods
to the people of Chula Vista. We feel the need for a cohesiveness
that binds us together as a community, and, at the same time enables
us to have a united front in an organization which speaks for us,
acts for us when necessary, acts as a sounding board and helps to
make the entire business community most attractive. In order that
this may be accomplished we as an Association are doing the following:
1. We have engaged a coordinator who keeps the minutes of our meet-
ings - issues a monthly newsletter as well as special news
bulletins - helps coordinate all Downtown events - keeps in
touch with the District members ~ acts as a good will ambassador
at special events throughout the 'City.
2. We have set up a calendar of events for the year giving all mem-
bers the chance to keep in touch with what is going on in the
community.
3. We use the local news media, placing ads at strategic time giv-
ing press releases. We feel we are setting the framework for a
cooperative advertising effort in which all members may partici-
pate.
4. We sponsor four major promotions*a year bringing many 'people to
the business community. (As an example some 40,000 spectators
lined the streets to view the annual Starlight Yule Parade).
We also have spent time, effort and money to join in events such
as Salute to Business Day, Christmas Tree Lighting Ceremony, etc. I
5. We ~pend a considerable amount of our funds each year to buy
special decorations and lights for our streets~* Our aim is to
enhance the already beautiful improvements on the streets.
6. We try to work with City Staff in planning all projects that re-
late to the Town Centre Redevelopment District. Through our .
newsletter we dispense any information pertaining to proposed
City projects.

7. We maintain membership in the California Downtown Association
sending a delegate to the meetings, thereby gaining new insights
on viable downtown projects.
8. We subscribe to promotional magazines and materials that help us
in our various promotions.

** 5. The Christmas decorations for Third Avenue between E and F Streets
have been upgraded as the old decorations did not fit the new
light standards.
In addition electrical outlets were installed "ON TOP" of the
trellises for safety purposes. These electrical outlets are used
currently for lighting up the trellises with Christmas tree lights.
