HomeMy WebLinkAboutReso 1980-10340 //!JMj RESOLUTION NO. 10340 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA DESIGNATING A REPRESENTATIVE AND ALTERNATE TO ARJIS BOARD OF DIRECTORS The City Council of the City of Chula Vista does hereby resolve as follows: \VHEREAS, since the Ci ty Council approved the Joint Powers Agreement for the operation of ARJIS at their November 25, 1980 meeting, it is now desired to designate a representative and alternate for the City of Chula Vista on the newly created Board of Directors for the operation of the ARJIS system, and \VHEREAS, the Assistant City Manager recommends that Mayor Hyde be designated as the City's representative and Councilman Scott his alternate. NOIV, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that Mayor \ViII T. Hyde be, and he is hereby designated as the City of Chula Vista's representative on the ARJIS Board with Councilman Frank A. Scott as his alternate. Presented by Approved as to form by ~~ E. This occurred after lengthy discussion by the elected officials present at the Board meeting. Hon. Will Hyde, Mayor City of Chula Vista 276 Fourth Avenue Chula Vista, CA 92010 Dear Mayor Hyde: After that JPA was distributed for execution, the City Manager of Chula Vista circulated a modified proposal that would substitute five managers for elected officials as the policy Board of the ARJIS JPA. This idea was previously discussed by the SANDAG Board members and the judgment was made that elected officials of each signatory (member) agency are more appropriate to make those overall policy decisions required by the ARJIS program. We did not see this as creating any unnecessary or ponderous operation (as alluded to in the city manager's letter). In fact, it was generally agreed that it would be beneficial if each of the signatory agencies who are SANDAG members appoint its present SANDAG representative so that the meeting of the ARJIS Board could be "piggy-backed" to SANDAG Board meetings and thereby save time and expense. It is anticipated that no more than four ARJIS Board meetings per year will be necessary to keep up to date on accomplishments and to make budget decisions. In summary, we as elected officials representing our people have a direct policy responsibility for the program and - we can be sure - will be held accountable for its success. Since participation in the ARJIS Joint Powers Agreement has been approved by the City Councils of Chula Vista, Coronado, El Cajon, La Mesa, Lemon Grove, Oceanside and San Diego, the ARJIS Joint Powers Agency will come into being on December 1, 1980. Since I believe we all support the concept of ARJIS, I urge unanimous agreement in the JPA so that speedy implementation will occur at the earliest date with full participation by all affected agencies.
