HomeMy WebLinkAboutReso 1980-10337 P~t Form No. 344 (a) Rev. 2-79 RESOLUTION NO. 10337 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE TENTATIVE SUBDIVISION HAP FOR CHULA VISTA TRACT 80-29, VISTA KNOLLS The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the Planning Commission of the City of Chula Vista has heretofore approved that certain tentative map of a sub- division to be known as Chula Vista Tract 80-29, Vista Knolls and has recommended that the City Council approve said tentative map subject to the conditions contained in Planning commission Reso- lution No. PCS-80-29, adopted on the 12th day of November 1980, a copy of which is attached hereto and by this reference made a part hereof, the same as though fully set forth herein, and WHEREAS, the proposed project is exempt from environ- mental review as a class 1 (b) exemption. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve said tentative subdivision map in accordance with Planning commission Resolution No. PCS-80-29. DATED City Clerk Kc~ULUIIUN PL~-tlU-L~ RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL THE APPROVAL OF THE TENTATIVE SUBDIVISION MAP FOR CHULA VISTA TRACT PCS-80-29, VISTA KNOLLS WHEREAS, a tentative subdivision map for Chula Vista Tract 80-29, Vista. Knolls, was filed Laki Realty, on June 30, 1980 for the conversion of a 74 unit apartment complex on 2.5 acres located at 1470 Second Avenue into a one lot condominium project, and WHEREAS, this action is exempt from environmental review as a class l(k) exemption, and WHEREAS, the City Planning Commission set the time and place for a public hearing to consider said tentative map, and notice of said hearing, with its purpose, was given by publication in a newspaper of general circulation in the city at least 10 days. prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m., November 12; 1980 in the City Council Chambers, 276 Fourth Avenue, before the Planning Con~ission and said hearing was thereafter closed. NOW, THEREFORE, BE, IT RESOLVED AS FOllOWS: From facts presented to the Planning Commission concerning the development, the Conr.1ission finds as follows: a. The site is physically suitable for residential development and the proposed development conforms to all standards establ ished by the City for such projec t. .b. The design of the subdivision will not affect the existing improvements-- streets, sewer, etc.--which have been designed to avoid any serious health problems. c. Approval of the project will not adversely affect the public service needs of residents of the city or available fiscal and environmental resources. d. The subdivision is consistent with the General Plan Elements as follows: 1) The conversion.of apartment units into a condominium does not affect the following elements of the General Plan: land Use, Circulation, Seismic. Safety, Safety; Noise, Scenic Highways, Bicycle Routes, Public Buildings, Conservation, Parks and Recreation, and Open Space. 2) Housing Element - WhHe the conversion of apartment units into condo.- miniums will" reduce the inventory of rental housing, it will also permit an expanded choice of housing ownership. {() j"j 1 UL 1/ cUKIHtK Kt~ULVtU: That the Planning Commission recommends that the City Council approve the tentative subdivision map for Chula Vista Tract 80-29, Vista Knolls, subject to the following conditions: fl. 1. The owner shall grant to the City a 7.5 foot easement for street tree purposes along Second Avenue prior to approval of the final map. 2. The owner shall construct wheelchair ramps on Second Avenue as shown on the tentative map prior to approval of the fil'\al map. A construc- t,ion permit will be required for said work. 3. The owner shall install a 100 watt high pressure sodium vapor street 1 i ght on Second Avenue 9 feet south of the, southern driveway return prior to approval of the final map. 4. The ,developer shall obtain ,the necessary permits to do the work required for approval by the Design Review Committee within 120 days aft'er the appro'val of the final ,map. Such work shall proceed in an expeditious manner and shall bec~mplete 90 days from the issuance bf the permits, 5, The applicant shall :comply with the provisions pertaining to tenant relocation assistance which are in effe'ct at the time the final map is approve'd by' Counci 1, The Planning Commission directs that this resolution be forwarded to the City Council and a copy be sent to the applicant.
