RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA ADOPTING THE SERIES V REGIONAL GROWTH FORECASTS
FOR CHULA VISTA
The City Council of the City of Chula Vista does hereby
resolve as follows:
'WHEREAS, the City of Chula Vista has worked with the
Comprehensive Planning Organization to update the Regional Growth
For~casts for the San Diego Region using recently available 1980
Census information and current State Department of Finance infor-
mation, and
WHEREAS, these Forecasts are the product of a coopera-
tive, region wide effort and will enable the City of Chula Vista
to utilize the information in local planning and decision making
to assure that local General and Community plans will complement
each other in the attainment of local plans and of the Regional
Comprehensive Plan, and
WHEREAS, the General and Community Plans consistent with
the Series V Forecasts will provide a basis for: (1) the planning
of future sewage collection and treatment facilities as a com-
ponent of the Areawide Water Quality Management Plan; and (2) the
updated Air Quality Maintenance Plan being prepared by the CPO and
the Air Pollution Control District with the assistance of local
agencies, and
WHEREAS, local agreement on a consistent set of Fore-
casts will eliminate the question about population growth often
raised by these same and other federal and state agencies which
fund wastewater treatment facilities, and hence save time and
money for local jurisdictions seeking such funding, and
WHEREAS, the Forecasts will be updated every two years,
or more often if directed by the CPO Board, to reflect changes in
local and regional plans and policies, and
WHEREAS, the adoption of these Forecasts will have no
effect on the State subventions received by the City of Chula
Vista.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista hereby adopts the Series V Regional Growth
Forecasts for the City of Chula Vista and the Chula Vista Planning
Area and certifies them to the CPO for use in the areawide Water
Quality Management Plan, Air Quality Maintenance Plan, Clearing-
house Review Procedures, regional transportation and housing
planning, and the other regional studies described in the adopted
CPO FY 1981-83 Overall Work Program.
BE IT FURTHER RESOLVED that the City Council of the City of
Chula Vista calls upon CPO to initiate discussions with its member
jurisdictions with a view toward the development of a regional growth
management plan to be adhered to by the various jurisdictions of the
county so as to mitigate future air pollution, energy, municipal
finance and transportation problems.
