RESOLUTION NO. 10308
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA URGING THE CITIZENS OF CHULA VISTA TO VOTE IN
FAVOR OF PROPOSITION 8
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Governor has signed Assembly Constitutional
Amendment 90 (ACA 90) which passed both the Assembly and the
Senate of the California Legislature by more than a two-thirds
vote of its members; and
WHEREAS, the proposed Constitutional Amendment will be
submitted to the voters of California as Proposition 8 on the
ballot of the General Election on November 4, 1980, and
WHEREAS, Proposition 8 will insure that the protections
contained in Senate Bill 200, pertaining to fish and wildlife
resources in the Sacramento-San Joaquin Delta, Suisan Marsh, and
San Francisco Bay westerly of the Delta, existing water rights in
the Delta, including the Delta Protection Act, and operation of
State Water Project in compliance with water quality standards and
control plans, will receive constitutional guarantees, and
WHEREAS, Proposition 8 will prevent the exportation of
water from any of the components of the California Wild and Scenic
Rivers system (portions of Klamath, Trinity, Smith, Eel and
American Rivers) until approved by an initiative statute requiring
a majority of the voters of the state or by statute of the Legis-
lature approved by two-thirds of the members, and
WHEREAS, Proposition 8 will provide streamlined pro-
cedures to handle any litigation brought in state courts to
question any of the provisions of Senate Bill 200 thereby
preventing unwarranted delays from legal actions, and
WHEREAS, the passage of Proposition 8 will benefit all
affected areas of the state by protecting the areas from which
water is exported as well as assuring continued viability of the
systems delivering water to where it is needed and used, and
WHEREAS, water is purchased from the Metropolitan Water
District of Southern California and is all imported from outside
San Diego County, and
WHEREAS, the water users within the City of Chula Vista
are critically dependent upon the continued availability of these
sources of supply (State Water Project and Colorado River Aqueduct
System) .
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby urge all of the citizens who
are registered to vote to exercise their democratic responsibility
and to vote on November 4 in favor of Proposition 8.

Dear Sirs:
We are writing this letter to request the endorsement of your public agency in
opposition to Proposition 8, pertaining to controlling any future development of our
North Coast rivers.
Upon close scrutiny, we believe that you will agree with us that the proponents are
trying to confuse this issue. The facts are that Proposition 8:
confines almost exclusively all challenges to water development to the
Sacramento courts;
destroys the flexibility needed to respond to unforeseen developments, such as
the recent drought, by locking decisions on water into the Constitution;
puts greater control over the distribution of water in the hands of the
bureaucrats of the State Water Resources Control Board; and
ignores the fact that the North Coast rivers are already protected by law.
Proposition 8 is a thinly veiled attempt to put the interest of environmental elitists
over necessary food production. Its passage could mean a real setback to our economy.
The Califomia Farm Bureau Federation, California Chamber of Commerce and the
Chairman of the Assembly Committee on Agriculture, the Honorable John E. Thurman,
are all opposed to Praposition 8. There is a long list of other organizations and
legislators who are fighting this deceptive ballot measure.
We would like to place the name of your public agency alongside the
above-mentioned opponents to Proposition 8. All correspondence should be forwarded as
soon as possible care of 1119 Chapala Street, Santa Barbara, CA 93101. Please let your
local press know of your opposition on Proposition 8.
We cannot lose sight that water for agriculture, industry and the people is the
cornerstone of the economic well-being of this state.
