HomeMy WebLinkAboutAgenda Statement 1981/05/19 Item 16 . , - , '1'\1, COUNCIL AGENDA STATEMENT Item 16 Meeting Date 5/19/81 ITEM TITLE: Resolution lo~tTrans-ferring Funds in the Block Grant Program for Demolition Purposes SUBMITTED BY: Community Development Director ~ (4/5ths Vote: Yes~ No___) At the meeting of May 7, 1981, the Redevelopment Agency approved a schedule for demolition of the buildings in the Town Centre Focus Area. The Agency was also advised that Phase 1 of the proposed demolition would be accomplished with Block Grant funds which must be transferred to a new demolition account. Therefore, it is my REcor'1r1ENDATION: Tha t the Counc il Adopt the resolution transferring $110,000 in Block Grant funds to a new Demolition Account. BAORDS/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: Pursuant to the demolition schedule approved by the Agency, Phase 1 demolition was advertised on May 14 and will be brought to the Council for the award of a contract in June. It is estimated to cost $1.10 per square foot to demolish all improvements, for a total of $110,000. Demolition of blighted structures was originally planned to be carried out by Focus Area developer, Dick Zogob, in exchange for a credit towards land purchase. In light of concern about the blighted structures from the Council and area merchants, it was determined that demolition could be expedited if the City let the contract. The developer concurs and will forego the land purchase credit. It is proposed that Phase 1 demolition be funded by Block Grant funds in order to improve our "drawdown" of these funds and to reserve Redevelopment Agency funds for anticipated acquisition costs for remaining Focus Area properties. Demolition of blighted structures is a permitted Block Grant activity, and the initiation of a new project is also permitted as long as no more than 10% of the grant, other than Local Option funds, is transferred. The Neighborhood Center project, after much public input, was retitled "Neighborhood Facil ities" project in the 1981-82 Block Grant, but no specific use for the funds has been proposed at this time. If a specific use is found which requires architectural and engineering services, funds could be trans- ferred from the 1981-82 Local Option account.
