contract for ThIrd Avenue widen.ing between "G" and "K"
Streets, and authorizing expenditure of Gas Tax funds

The widening of "H" Street on the south side for approximately
150 feet east of Third Avenue was a requirement of the County as
part of the original scope of the South Bay County Regional
Center (Court complex and social services building). This
widening was to accommodate the dual left turn lanes on "H"
Street at Third Avenue identified as necessary by the project
EIR. When the scope of the project was reduced (Le.. social
services building to be constructed at a later date), the County
staff determined it unnecessary to provide dual left turn lanes
and the County dropped its plans to widen "H" Street east of
Third Avenue. However, as this report shows, it is advantageous
for the City to widen this section of "H" Street at this time.
Therefore it is my
RECOMMENDATION: That Council approve change order no. 3 in the
amount of $7,500 to Daley Corporation to include the widening of
"H" Street as part of the Third Avenue ("G" to "K" Streets)
proj ect.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
The South Bay Reg ional Center EIR proj ected traffic vol umes at
Third Avenue/"H" Street that would require dual left turn lanes
on "H" Street to accommodate the demand during the peak hours.
This requirement was based on a total of 5,930 tripS/day being
generated by the regional center. After the scope of the project
was reduced, a total of 2,300 trips/day is now expected to be
generated. Since these volumes can be accommodated by a single
left turn lane on "H" Street, the County has dropped its plan to
widen "H" Street to the east of Third Avenue (primarily as an
economy move).
The proposed widening by the City consists of moving the existing
curb and gutter back 6 feet from its present location (for a
distance of approximately 150 feet). The additional right-of-way
needed for widening has been dedicated to the City by the bank.

Several problems may occur if "H" Street east of Third Avenue is
not widened at this time.
1. New signal standards are being installed in the Third
Avenue Widening project at their ultimate locations.
Therefore, if the street is not widened to ultimate, it
will be necessary to "jury rig" the signal heads on the
southeast corner on an interim basis so that they can
be seen by eastbound traffic. Signal visibility will
still be less than ideal.
2. If "H" Street is widened and dual left turn lanes
installed, it will be necessary to restripe the street
and reinstall 20 traffic signal detector loops (present
cost of installation is $300-400 each).
3. The County is widening "H" Street west of Third Avenue
to its ultimate width (see plat). Since this section
will not match up with the narrower street east of
Third Avenue, some interim channelization will be
needed to "fill up" the excess area west of the
intersection.
It should be noted that if the expected development occurs in and
around the court complex (Le., offices, retail, etc.), it may be
advisable to install dual left turn lanes in perhaps 3-5 years
regardless of expansion of the regional center.
Daley Corporation has agreed that they will do the work at the
unit costs bid for their Third Avenue project. It can be
coordinated and scheduled concurrently with work now being done.
It is estimated that the cost, based on their contract unit
prices will amount to $7,500.00. This cost may not be
participating F.A.U. funds. I recommend that the City to deposit
with the State an additional $7,500.00 from Gas Tax 84 (Third
Avenue Widening Project) to cover the cost of this change order.
To receive the favorable prices from the contractor, we need to
execute this change order now. However, staff will endeavor to
collect from the County either now or when the court facility is
expanded. Even with the possibility that we may receive no
participation from the County, I still strongly recommend that
the change order be approved.
