Declaring, City's intention to underground utilities along Fourth Avenue from "G" Street to "H" Street qf SUBMITTED BY: (4/5ths Vote: Yes No x ) City Engineer. . - - On April 8, 1981, an Underground Utility Advisory Committee (UUAC) meeting was held in Conference Room 5 to adopt the proposed boundaries of a district for converting existing overhead ut i 1 i ties along Fo urth Avenue from "G" to "H" Street to underground. After a field trip by the committee reviewing the proposed boundaries, the Committee approved the boundaries shown on the attached pla.t entitled, "Fourth Avenue Underground District No. 114, "G" Street to "H" Street. It is my ITEM TITLE: RECOMMENDATION: That Council set a public hearing to be held at 7:00 p.m. in the Council Chambers on May 19,1981, in accordance with Section 15.32.130 of the City of Chula Vista Municipal Code for the formation of an underground utility district along Fourth Avenue from "G" Street to "H" Street. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: The underground Utility Advisory Committee, at its meeting on March 18, 1981, discussed possible undergrounding projects for 1982. It was the Committee's consensus that the best project at this time would be the Fourth Avenue conversion from "G" Street to "H" Street. Factors considered on this decision were as follows: 1. Fund availability The City's share of SDG&E Co. allocation funds for 1981 will amount to about $412,000. However, City "owes" about $45,000 on the Fourth Aveue conversion from "F" Street to "G" Street and about $120,000 on the Bonita Road conversion project. Leaving about $247,000 for funding a project such as the proposed conversion. 2. Importance of job This project was considered important because it will complete the undergrounding of the major streets serving the Town Centre Area I and Area II. We have completed the undergrounding of "H" Street, Third Avenue, "F" Street (between Church Avenue and the Civic Center), and Fourth Avenue from "E'" Street to "G" Street. Future Ci ty proj ects We anticipate that Fourth Avenue between "G" and "H" Streets is in need of pavement overlay. It would be good planning to do the undergrounding project prior to this proposed overlay. The proposed underg round between "G" Street and allocation from San Diego utility district for Fourth "H" Street will be paid for Gas & Electric Co. Avenue by an Section 15.32.130 of the Chula Vista Municipal Code specifies that City Council set a public hearing to ascertain whether the public health, safety and general welfare requires the undergrounding of existing overhead utilities within designated areas of the City and to give the persons the opportunity to speak in favor or against the formation of a proposed district to underground utilities. The purpose of forming the district is to require property owners to change their electrical wiring to receive underground electrical service. Section 15.32.140 requires that the City Clerk notify all affected persons and each utility company of the time and place of the public hearing at least 15 days prior to the date of the public hearing. Notice shall be given by mail to all property owners and occupants of property located within the boundaries of the proposed district. The City Clerk is required by this section of the code to publish the resolution of intention, setting the public hearing in the local newspaper no less than 5 days prior to the date of the public hearing. A slide is available showing the proposed boundary of the district. FISCAL IMPACT: The cost of undergrounding utilities along Fourth Avenue from "G" Street to "H" Street will be funded from accumulated alloctions from San Diego Gas & Electric. Co. There will be no direct use of City funds. Adequate funds are available for the undergrounding of this project.
