Meeting Date 4-21-81 Resolution /p#6 Approving agreement between the City ITEM TITLE: of Chula Vista and the County of San Diego for the installation and maintenance of median landscaping on Orange Avenue from Hilltop Drive to the west 600 feet SUBMITTED BY:' , tkAII/ (4/5ths Vote: Yes No~J Cl ty Eng Ineer ]V/! - On February 24, 1981, by Resolution No. 10401, Council accepted the median landscaping on Orange Avenue from Connelly Avenue to Oleander Avenue located within the City. A portion of that segment of Orange Avenue (between Hilltop Drive and 600 feet westerly of Hilltop Drive) is in the unincorporated portion of the County and was not included in the City project. Council had previously directed staff to contact the County for participation in our project. The County is now willing to install the median landscaping on their portion of Orange Avenue if the City agrees to maintain the landscaping. It is my RECOMMENDATION: That Council adopt the resolution approving the agreement and authori zing the Mayor to execute such agreement on behalf of the City. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Under this agreement, the County will at its own expense, install the missing textured concrete median landscaping and irrigation facil i ties on Orange Avenue in accordance wi th landscaping plans prepared and approved by the Ci ty Landscape Archi teet. The County further agrees to complete the work within ninety (90) days, weather permitting, following execution of this agreement. The City will, upon its completion, maintain the landscaping at its own expense. The County is able to provide a capital expenditure from the block grant program but has no funds for continued maintenance. It is likely that this section of the County will annex someday to Chula Vista since it is included in a relatively small island (i.e.. surrounded virtually on all sides by the City). Therefore, if the area annexes to the City in the near future, the City would save future construction costs. If the area incorporates into the proposed new city, the agreement would become void and future maintenance of that area would be the responsibility of the new city. I" Page 2, Item 11" ," Meeting Date 4-21-81 In summary, for the following reasons I recommend approval of the resol ution: 1) This project will greatly enhance our project by completing a 600 foot missing link and, 2) will save the City a possible future expenditure of $ln,OOO should the area annex to the City and, 3) maintenance responsibility is estimated at only $400 per year and, 4) our maintenance responsibility will cease should this area incorpora"te into a new city.
