COUNCIL AGENDA STATEMENT Item 7 Meeting Date Resolution I~J3' Accepting bids and awarding contract for ITEM TITLE: construction of street, sidewalk, ramp and curb improvements in the Feaster, Mueller, and Vista Square areas in the City of Chula Vista, California SUBMITTED BY: City Engineer rtf- (4/5ths Vote: Yes No~) At 2:00 p.m. on March 25, 1981, in the Council Chambers in the Public Services Building, the City Engineer received sealed bids for "Construction of street, sidewalk, ramp, and curb improvements in the Feaster, Mueller, and Vista Square areas in the City of Chula vista, California". The scope of the work consists of removal and construction of curb, gutter, sidewalk, sidewalk ramps, cross gutter, street reconstruction, paving and other miscellaneous work. It is my . 4-14-81 RECOMMENDATION: That Council: 1. Authorize expenditure of $124,000 from the following two accounts: a. Wheelchair ramps - Acct No. 634-6340-BG85 - $22,000 b. Street & alley improvements - Acct No. 634-6340-BG83 - $102,000 2. Accept bids and award contract to Dyno Construction, Inc. - Lemon Grove in the amount of $110,095.06. 3. Authorize City Street Superintendent to purchase approximately 45-50 trees to replace those requiring removal by construction of this project. 4. Authorize City Engineer to execute a change order to construct sidewalk on the west side of Fifth Avenue between Casselman and "D" Street. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. The Federal Department of Housing and Urban Development has reviewed the low bidder's eligibility to participate in a federally financed block grant program and approves award of the contract. One of the major purposes of this project is to replace broken, displaced and damaged sidewalks, curbs, and gutters in the Feaster, Mueller, and Vista Square areas of the City. Most of these sidewalks, curbs, and gutters require repair because street trees have displaced them. The trees are a variety of species. For the most part, Brazilian Pepper, California Pepper, and Golden Rain. At its meeting of November 18, 1980, the Street Tree Committee made a tour of the area in question and examined t,he trees that were recommended for removal and replacement as part of this project. In addition, the Council, at its meeting on January 1, 1981, accepted a recommendation by the Development Services Administrator to allow the removal of three Indian Laurel Fig trees at 660 "L" Street as part of this project. All the trees that are removed as a resul t of this proj ect be replaced with the appropriate designated street tree. forces will be removing and replacing the trees. will City Included in the project was the construction of improvements between Casselman and "D" Street on the west side of Fifth Avenue. These improvements included curb and gutter, sidewalk ramps, cross gutter and pavement reconstruction. However, the improvements did not include the construction of the sidewalk on the west side of Fifth Avenue. It is my recommendation that this sidewalk be included in this project. The sidewalk is adjacent to the side yard of two fully developed lots. It is unlikely that the City will be able to require this improvement in the future through the permit process. Contract quantities can be increased to include this construction. This is the only segment along Fi fth Avenue all the way from "CO Street to "F" Street which is missing sidewalk on the west side of the street.
