The Litter Control, Recycling and Resource Recovery Act (SB 650) was signed in 1977 and revisec
in 1980 (SB 261) to provide an annual fund to public, private and non-profit agencies. This
program provides an opportunity for local entities to develop and implement a comprehensive,
effective litter control program. In December 1980, Council approved in concept a three-phase
plan developed by Administration but asked staff to report back on program implementation.
This report summarizes that implementation to be completed by Parks & Recreation staff.

RECOMMENDATION: That Council
1. Accept report.
2. Adopt a resolution appropriating funds for the 1980-81 Litter
Clean-Up and Enforcement Program
3. Adopt a resolution recognizing the Great California Resource
Rally to be held April 20-26, 1981.

DISCUSSION
Every County and incorporated City is entitled to grant funds for litter control under
Government Code Section 68043. Litter control entitlement allocations are based on population
and road mileage. Eligible expenditures include litter clean-up (salaries, equipment, etc.),
litter law enforcement, litter receptacles and public awareness programs. The current
entitlement of $7,855 has been approved by the State Solid Waste Management Board for use
in the following three-phase program:
1. Litter collection by part-time staff
2. Litter collection by volunteers
3. Community Awareness Program during the Great California Resource Rally.
The first phase of the litter program includes hiring two part-time Litter Control Workers
(approximately 20 hours per week each). These positions will be assigned to Park Maintenance
from April through October specifically to collect litter in the City's parks and'roadway
medians. At this time applications have been completed and hiring can occur immediately
following the appropriation of funds.
The second phase of the program utilizes volunteer assistance to collect litter along freeway
interchanges and other staff selected locations. The City will provide the volunteers with
collection bags, litter hand-tools and safety vests. Volunteers have been contacted, and
three individuals have expressed interest in participating in the program.
The third phase of the program will be conducted in conjunction with the State-wide community
awareness program. April 20th to April 26th has been designated by the State Solid Waste
Management Board as "The Great California Resource Rally". The entire week will be filled
with various State and community~sponsored events to focus attention on litter control and
resource recovery.

As a part of the Rally, it is staff's intention that on April 25th a litter collection day
involving area high school students and volunteer participants. At this time, Chula Vista,
Hilltop, Bonita Vista and Castle Park High Schools are interested in participating.
Essentially each of the schools will receive a small participation award ($125) to be used
for club activities, and the potential income from the recyclable materials collected. The
City will supply the litter collection bags but in addition will provide participants with
a tee shirt and refreshments.
As a supplement to City participation, several other agencies will be cooperating with this
endeavor. Chula Vista Sanitary Service has agreed to provide collection bins at each of
the schools to simplify the disposal. The County of San Diego has also agreed to assist
by waiving all dump fees. Initial press contacts have been made and it is hoped that the
event will receive media coverage. As a part of this coverage, it is staff's recommendation
that Council recognize April 20th-26th as the Great California Resource Rally.
The funding for the 1980-81 litter control program has been approved by the State but
has not yet been received by the County for distribution to the cities. At this time, State
funding of $7,462 (our. entitlement of $7,855 less 5% for the County's participation in the
application and reporting requirements) is expected to arrive approximately April 20th.
Due to the timing of the Great California Resource Rally, several expenditures must occur
before the funding arrives. Therefore I am asking Council to appropriate $7,462 from the
unappropriated General Fund Reserve, which will be reimbursed upon receipt of State funding.
FINANCIAL IMPACT
$7,462 appropriated from the unappropriated General Fund Reserve to Activity.1537 to be
reimbursed upon receipt of State funding.
