Development Board (MTDB) and to the San Diego Association of Governments (SANDAG) on
April 1, 1981. The SCOOT claim for the City's allocation of Article 4.0 funds (Support
of Public Transportation Systems) is in the amount of $973,162. Therefore, it is my
FY 1981-82

RECOMMENDATION: That Council approve the submission by SCOOT of the FY 1981-82 Article
4.0 T.GA Claim.
BOARD/COMMISSION RECOMMENDATION: The SCOOT Board will consider this claim submittal
at its meeting on April 8, 1981.
DISCUSSION: The SCOOT claim is for $973,162 of the estimated TDA Article 4.0 allocation
of $1,045,000. "This amount includes $75,000 from the County of San Diego TDA account
for operation of CVT services in the County during FY 1981-82. Therefore, the City of
Chula Vista acccount will have a reserve of approximately $147,000 to pay for San Diego
Transit regional services for FY 1981-82 and any other unanticipated cost. Based on
preliminary estimates from San Diego Transit, this reserve will be adequate to pay
for regional service. Approximately $51,000 of the claim is for capital projects. The
balance of the claim, $921,952 is for CVT operating expenses. The FY 1981-82 claim is
based on estimated costs; the claim is subject to modification based on the following
factors:
1. The current contract with Aztec Bus Lines, Incorporated, terminates ori June 30, 1981.
I have sent out a Request for Proposal (RFP) to operate Chula Vista Transit for
FY 1981-82. The proposed SCOOT budget could change based on contract negotiations
with the selected operator.
2. The SCOOT claim is subject to alteration by Council budgetary changes and
modification by SArmAG and MTDB.
The SCOOT claim is based upon CVT recovering 20 percent of its operating costs for the
next fiscal year through the farebox. Based on an estimated operating cost of
$1,174,940 the minimum farebox revenue to achieve 20 percent recovery ratio mandated
by the TDA is $252,988. Although this represents a 26 percent increase in'farebox revenue
over that anticipated in FY 1980-81, I am optimistic that CVT can' achieve this recovery
ratio because of the following:
1. A fare increase which will be proposed to the Council and to the SCOOT Board
in the near future.
2. Increased ridership on CVT because of more dependable service and due to the impact
of the San Diego Trolley.
3. Reduced service on unproductive routes and during times of the day when ridership
is low.
FISCAL IMPACT: The claim.contains no City contribution for support of CVT operations.
