HomeMy WebLinkAboutAgenda Statement 1981/04/07 Item 14 COUNCIL AGENDA STATEMENT Item 14 ITEM TITLE: Meeting Date 4/7/81 Resolution I'P~~;I Approving FY 1981-82 Transportation Development Act (TDA) Claim Submittal for HandYtra~ Development Services Administrator '~~ (4/5ths Vote: Yes No~) SUBMITTED BY: The City of Chula Vista's claim for funds under the IDA for FY 1981-82 was submitted to the Metropolitan Transit Development Board (MTDB) and to the San Diego Associatlon of Governments (SANDAG) under the Development Services Administrator's.signature. State law requires that all transit operators must submit their TDA claim to the appropriate Metropolitan Planning Organization on the first of April prior to the fiscal year for which they are claiming TDA funds. Data and information needed for claim preparation . were not available to complete the claim in time for Council consideration on March 24, the last meeting date before the April 1 submittal deadline. It is my RECOMMENDATION: That Council approve this claim submittal. BOARD AND COMMISSION RECOMMENDATION: Not Applicable DISCUSSION: This claim submittal of $218,450 is a 2.9 percent increase over last year's claim of $212,220. The claim amount represents approximately 90 percent of the proposed FY 1981-82 HandYtrans budget of $243,750. The remaining $25,300 will be acquired through projected farebox revenue, an amount sufficient to meet the TDA farebox recovery requirement of 10 percent. This FY 1981-82 claim is based on estimated costs; the claim is subject to modification based on the following factors: 1. Article 4.5 Fund Availability. According to SANDAG, approximately $1,500,000 in Article 4.5 funds will be available in FY 1981-82 for Community Transit Services in the SANDAG jurisdiction. These funds are not allocated to operators, but are granted to operators on a discretionary basis. Therefore, HandYtrans must compete with other operators for Article 4.5 funds. SANDAG will approve the funds based on (a) fund availability for all claimants, and (b) each operator's fulfillment of service and performance objectives required by the TDA and by SANDAG. 2. Contract Negotiation. The current contract with Community Transit Services, Inc., terminates on June 30, 1981. I have sent out Requests for Proposal (RFP) to operate HandYtrans for FY 1981-82. The proposed HandYtrans budget could change based on contract negotiations with the selected operator. 3. The proposed budget may be'modified by the City Council. For the Council's information, Article 4.5 expires on June 30, 1982. Article 4.5 claimants and supporters throughout Californi~ are attempting to introduce legislation this session either to extend the program or to provide a different funding source for Community Transit Service operators. . FISCAL IMPACT: The FY 1981-82 HandYtrans budget and Article 4.5 claim funds HandYtrans completely with TDA funds.
