The Final Map for Hidden Vista Village has been checked by the
Engineering Department and found to be in conformity with the
Tentative Map approved by the City Council by Resolution Nos.
10081-A and 10196.
The grading and improvement plans have not yet been completed.
However, a supplemental agreement providing for the timely
completion of these plans and all work necessary for the
provision of grading and public improvements has been prepared
for Council consideration. Bonds guaranteeing this work have
been submitted by the developer. It is my
RECOMMENDATION: That Council adopt resolutions "a" through "f"
as listed in the item title of this report.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
The City Council several times in the past has approved final
maps but held recordation until proper security and bonds were
submitted. In this case, the bonds will be submitted prior to
approval of the Final Map, but the improvement plans will not

have been finally approved by the City Engineer. Final approval
for the grading plans and the improvement plans (for streets,
drainage, sewers and lighting) I expect will take another month
to six weeks. All of the plans have been checked at least once
by City staff, but since there are approximately 250 sheets of
plans for this development, its a long and tedious process.
The Final Map (which is the legal document creating the lots and
dedicating all of the streets and easements) is approved by staff
and is recommended for Council approval. All the conditions of
approval placed ,upon the Tentative Map have been met except for
final approval of the plans as discussed above. Bonds have been
submitted to the City guaranteeing completion of the public
improvements in the amount of $4,862,000. It is proposed that
this project will be built over a five to seven year period.
Bonding for the first phase will be the standard percentage of
50% for performance and 50% for material & labor, while the later
phases will be bonded at 100% performance and 50% material &
labor. This is to help offset the inflationary trend that we
will be experiencing. The special agreement incorporated in the
Subdivision Improvement Agreement as an exhibit will also provide
that as new phases are developed, the bonding amounts will be
reviewed and can be increased to cover inflation. Because of the
amount of the security being submitted by the developer and the
conditions placed on the supplemental agreement, the City
Attorney and I believe the City will be adequately protected by
approving the Final Map prior to final approval of the
improvement plans.
In addition to the conditions in the Tentative Map and because
the City would be considering approval of the Final Map at an
early stage, the agreement provides for an additional condition
favorable to the City as discussed below which was not a
condition of the Tentative Map.
A condition of the map requires that Watt provide water service
to their property. In order to do this they need to build a
roadway 30 feet wide between their eastern boundary easterly
along the proposed "B" Street al ignment to the approx ima te
location of Paseo Ranchero. Engineering staff has been
discussing with them the possibility of them doing additional
grading to complete the necessary grading for the Phase 1 portion
of "B" Street. (Phase 1 is half a street width of grading and
two lanes of pavement). This would be done at Ci ty's expense at
their contractor's unit prices which range from 50-70 cents a
yard. This could be a considerable savings to the City since
we've experienced excavation costs in the range of $4-$10 a yard.
The agreement does not obligate the City to do the offsite work.
It gives us that option if we choose to pursue it and to budget
funds, and if the inclusion of the additional work is feasible
from the developer's point of view.

The Final Map for Hidden Vista Village has been checked by the
Engineering Department and found to be in conformity with the
Tentative Map approved by the City Council by Resolution Nos.
10081-A and 10196.
The grading and improvement plans have not yet been completed.
However, a supplemental agreement providing for the timely
completion of these plans and all work necessary for the
provision of grading and public im provem ents has been prepared
for Council consideration. Bonds guaranteeing this work have
been submitted by the developer. It is my
RECOMMENDATION: That Council adopt resolutions "a" through "f"
as listed in the item title of this report.

DISCUSSION:
The City Council several times in the past has approved final
maps but held recordation until proper security and bonds were
submitted. In this case, the bonds will be submitted prior to
approval of the Final Map, but the im provement plans will not

have been finally approved by the City Engineer. Final approval
for the grading plans and the improvement plans (for streets,
drainage, sewers and lighting) I expect will take another month
to six weeks. All of the plans have been checked at least once
by City staff, but since there are approximately 250 sheets of
plans for this development, its a long and tedious process.
The Final Map (which is the legal document creating the lots and
dedicating all of the streets and easements) is approved by staff
and is recommended for Council approval. All the conditions of
approval placed upon the Tentative Map have been met except for
final approval of the plans as discussed above. Bonds have been
submitted to the City guaranteeing completion of the public
improvements in the amount of $4,862,000. It is proposed that
this project will be built over a five to seven year period.
Bonding for the first phase will be the standard percentage of
50$ for performance and 50$ for material & labor, while the later
phases will be bonded at 100$ performance and 50~ material &
labor. This is to help offset the inflationary trend that we
will be experiencing. The special agreement incorporated in the
Subdivision Improvement Agreement as an exhibit will also provide
that as new phases are developed, the bonding amounts will be
reviewed and can be increased to cover inflation. Because of the
amount of the security being submitted by the developer and the
conditions placed on the supplemental agreement, the City
Attorney and I bel ieve the City will be adequately protected by
approving the Final Map prior to final approval of the
im provement plans.
In addition to the conditions in the Tentative Map and because
the City would be considering approval of the Final Map at an
early stage, the agreement provides for an additional condition
favorable to the City as discussed below which was not a
condition of the Tentative Map.
A condition of the map requires that Watt provide water service
to their property. In order to do this they need to build a
roadway 30 feet wide between their eastern boundary easterly
along the proposed "H" Street alignment to the approximate
location of Paseo Ranchero. Engineering staff has been
discussing with them the possibility of them doing additional
grading to complete the necessary grading for the Phase 1 portion
of "H" Street. (Phase 1 is half a street width of grading and
two lanes of pavement). This would be done at City's expense at
their contractor's unit prices which range from 50-70 cents a
yard. This could be a considerable savings to the City since
we've experienced excavation costs in the range of $4-$10 a yard.
The agreement does not obligate the City to do the offsite work.
It gives us that option if we choose to pursue it and to budget
funds, and if the inclusion of the additional work is feasible
from the developer's point of view.
