At 2:00 p.m. on January 28, 1981 in Conference Room 5 in the Public
Services Building, the City Engineer received sealed bids for "Asphalt
Concrete Pavement Overlay of Fourth Avenue: Trousdale to "C", "F" to
"Gift "H" to "L" and Second Avenue, "I" to "J" in the City of Chula
Vista". The scope of the project involves placement of 1-2 inches of
overlay on existing street surface. It is my
RECOMMENDATION:
That Council:
1. Authorize expenditure of $153,700 from budgeted project -"Resurface
Fourth Avenue, "F" to "G" and "H" to "L", account no. 250-2501-
GT 11 7.
2. Accept bids and award contract to Daley Corporation, San Diego in
the amount of $139,733.60.

DISCUSSION:
Bids were received from four contractors as follows:
1. Daley Corporation, San Diego
2. R. E. Hazard Contracting Co., San Diego
3. Sim J. Harris Co., San Diego
4. Asphalt, Inc., El Cajon

The low bid submitted by Daley Corporation is below the engineer's
estimate of $163,096 by $23,362.40 or 14.3 percent.
During the initial stages of this project, it became apparent that
suffic.ient monies were budgeted to expand the original scope of the
project. The original scope was to overlay only Fourth Avenue from "F"
to "G" Street and between "H" and "L" Streets. We expanded the project
to include additional streets which are in the City's overlay program.
The streets included in the bid were Fourth Avenue, from Trousdale to
"C" Street and Second Avenue from "I" Street to "J" Street.
Attached is a plat showing the streets which were included in the bid
for this overlay project. The streets include:

FISCAL IMPACT: Overlay of streets will reduce maintenance costs and
