There are insufficient funds in TS-04 to cover the project cost. Therefore it is my RECOMMENDATION: That Council award the contract to Perry Electric, the low bidder for $17,550, and approve transfer of $10,050 from the unappropriated balance of the Traffic Signal Fund. BOARD/COMMISSION RECOMMENDATION: N/A DISCUSSION: This project was previously advertised, but the bids were rejected because the low bid was approximately 50% higher than the estimate. The City Engineer opened bids for the signal modification at 2:00 p.m. on February 10, 1981. Results of the bids received follows: Perry Electric, Spring Valley Lekaunas Electric, San Diego McCain Electric, Encinitas Arrow Electric, Lemon Grove $17,550.00 20,393.00 21,100.00 23,040.00 The Engineer's estimate was $16,600. The low bid received is 5.7% more than the estimate. Of the total bid price, $7,100 will be reimbursed to the City by CalTrans for the signals and detector loops from the park and ride lot to the north of "L" Street/Industrial Boulevard. The City will be ordering a new controller for the intersection. indicated that it would be more expensive to modify the existing new state-of-the-art controllers. Technical considerations which arose during design made the project more expensive than originally contemplated during the budget process. FISCAL IMPACT: Deficiency $23,050 13,000 $10,050 Project Cost Project Budget There is approximately $85,000 available in unencumbered balance of the Traffic Signal Fund. The transfer of $10,050 to TS-04 will provide sufficient funds to cover this project cost. (NOTE: The project cost of $23,050 is approximately $7,000 less than the bid previously received.)
