COUNCIL AGENDA STATEMENT Item -r I~ 1 /:17/gl "'Lj?J/~1 ITEM TITLE: Meeting Date Resolution/02)/2- ~ccepting.bid~ and awarding con~ract for acoustic -- lnstallatlon ln Park Way Communlty Center material SUBMITTED BY: Acting Director of Parks and Recreatio~ (4/5ths Vote: Yes No~) On September 30, 1980, the City Council authorized an acoustical study to improve the acoustics in Park Way Community Center. The study made by San Diego Acoustics, Inc. has been completed and, in part, is included as an exhibit. The study's recommendations have been evaluated by the project architect, Building and Housing, and Parks and Recreation. The most cost-effective and best solution for im- proving the Center's acoustics is the installation of Tectum wall panels in the multi- purpose- room and Johns Manville Tempertone 360 ceiling tiles in the games, crafts and activities rooms. Installation of the Tectum wall panels in the multiournose room can best be done by an outside contractor, while the ceiling tiles in the games, crafts and activities rooms can best be installed by City forces. In accordance with Section 1009 of the City Charter (which provides for informal bids for projects under $8,000), informal bids were requested for installation of the Tectum wall panels in the multipurpose room, with two bids received as follows: 1. Spring Valley Installation Contractors 2. Acoustic Specialties $7,995.00 $8,466.00 Sprin9 Valley Installation Contractors is the low bidder and therefore it is my: RECOMMENDATION: That Council award a contract in the amount of $7,995 to Spring Valley Installation Contractors. DISCUSSION The original plans for construction of the Park Way Community Center did not provide for the installation of acoustical materials during the construction phase. A predetermina- tion of the need for such material could have been predicted before construction by extensive and costly acoustical studies and calculations. Those studies were not con- ducted and the work not included in the construction phase because it is easier to determine the reverberation decay time after the building is comoleted. By installing the appropriate material that will reduce the decay time to an acceptable level for the building's activities, there is.negligble additional cost in proceeding in this manner rather than during the building's construction. The report prepared by San Diego Acoustics Inc. indicates the decay time of reverberations is far too long for satisfactory speech intelligibility in all of the Center's rooms. Various alternatives to reduce this time are discussed in the report. The recommended method has been evaluated by City staff and Project Architect Tom Williamson. The most cost-effective and best approach is the installation of Tectum wall panels in the multipurpose room and installation of Johns f1anville Tempertone ceiling tiles in the other games, crafts and activities rooms. The ceiling tiles in the other rooms will reduce the decay time to one second in the mid-frequency range. FISCAL IMPACT Appropriatedfunds in the amount of $11,000 (estimated cost of $10,300 plus $700 for con- tingencies) are available in the Park Way Community Construction Fund Account No. 616-6160-SBA02.
