HomeMy WebLinkAboutAgenda Statement 1981/02/03 Item 9 'I::, COUNCIL AGENDA STATEMENT Item 9 Meeting Date 2-3-81 ITEM TITLE: Resolution /o?>8, Approving agreement with pountney & Young Inc. for the performance of a sewer condition sur.vey and preparation of a report on the condition of the sanitary sewer in the Co untr y Cl ub area and between "G" and "J" Street west of Ba~Boulevard SUBr1ITTED BY: City Engineer ~{, (4/5th Vote: Yes~lo~) The City has budgeted funds for two sewer projects in this year's Capital Improvement Program. project 51-06 budgeted funds to hire a consultant to investigate the existing sewer lines in the Country Club area. These sewers have been a continuous maintenance problem and expense to the City. The second project, 51-07 & BF-l, is the reconstruction of an existing concrete sewer main between "G" and "J" Streets along the Coronado branch line of the railroad (west of the 1-5 freeway). We suspect that this main is falling apart. Included in the $340,000 budgeted for these two projects was approximately $13,000 to cover the costs of engineering consultant fees to investigate and prepare a report on the existing condition of the sewers and make recommendations as to what type of corrective action should be made to repair and/or replace the sewers. It is my RECOMMENDATION: That Council: 1. Authorize the. expenditure for this project in the amount of $28,000 from the various accounts outlined in-the financial statement. 2. Approve agreement with pountney & Young, Inc. and the City of Chula Vista. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSS ION: A letter was sent out to a number of Engineering consultant firms requesting that they submit letters of interest to 'the City Engineer if they wanted to be considered by the City for providing engineering consultant services to investigate the condition of existing sanitary sewers. in the Country Club area and a trunk sewer west of Bay Boulevard between "G" and "J" Streets. A total of nine companies responded. In accordance with Council policy, a selection committee was established to consider the reponses and interview those firms deemed appropriate and qualified to do the study. The committee interviewed three firms and pountney & Young, Inc. was selected for the preparation of the study. Pountney & Young, Inc. have executed an agreement for the performance of a sewer condition survey and preparation of a report on the condition of the san i ta ry sewer in the Coun tr y Cl ub area and between "G" and "J" Street west of Biy Boulevard. Clean, close circuit television inspect and prepare audio video tapes for the sanitary sewers in the following areas: 1. Country Club area bounded by Hilltop Drive, First Avenue "L" Street and "K" Street not including the sewer in "K" Street. 2. Bayfront area between "G" and "J" Streets along the easterly right-of-way line of Coronado Branch Line, San Diego & Arizona Eastern Railway. B. Coordinate the cleaning, television inspection and video taping, review the video tapes. C. Prepare and furnish a written report to the City which evaluates the video tapes, identifies problem areas and alternatives to solving the problems discovered in the investigation. D. Provide the City with ten copies of the final report. E. If Engineer of Work recommends relining as a method to correct any problems or defects in the existing sewer, provide the City with contract special provisions to standard specifications for material recommended and method of installation. In accordance with the terms of the agreement the City will provide the following: A. All pertinent record data available in City files. B. All existing utility information as provided by the various utility companies. C. Expose and backfill dead ends of sewers that do not have manholes or minimum 4 inch diameter cleanouts at both ends of 1 ine. E. All necessary authorization of enter onto private property and provide encroachment permits as required for the work within street right-of-ways. pountney & Young, Inc. have agreed to provide engineering services for a total compensation not to exceed the amount of $28,000. For specific listing of costs please refer to the agreement. We anticipated that a consultant study would cost approximately $13,000. We originally anticipated that any cleaning necessary would be done by City crews. In discussion the project with the consultant, we became convinced that it would be better to have the consultant be responsible for all the phases of the project (cleaning, T.V. inspection, and report). That way, the consultant is held accountable that the sewers will be clean enough for T.V. inspection. If we cleaned the lines'with City crews, and the T.V. inspection wasn't adequate, excess costs would be involved. The consultant was unwilling to give us a fixed cost if we cleaned the lines.
