It i s my ITEM TITLE: (4/5ths Vote: Yes___ No~) RECOMMENDATION: That the Council approve subject encroachment permit and authorize the City Engineer to issue same. BOARO/COMMISSION RECOMMENDATION: N/A DISCUSS ION McMillin Development is building dwelling units in the Morgan and Gardner Subdivision. The model homes are being built along Primrose Place which is a short cul de sac off of Hilltop Drive. As is common, the model homes are proposed to be fenced in. In lieu of extending a fence around the bulb of the cul de sac, the developer proposes to place the fence across the street approximately 150 feet east of Hilltop Drive. The proposed fence is to be wrought iron, five feet high, with a gate for vehicular access. Keys will be provided to emergency agencies. The temporary parking will be delineated by boxed trees and pavement striping. These items will be removed upon the closing of the model homes. I am recommending approval based upon the following: 1. This is a dead-end street with no need for traffic circulation. 2. There are no residents on the street. 3. The fence is temporary and will be removed upon closing of the model homes. The Planning Department has seen this proposal and concurs with my recommendation. There is an active encroachment permit allowing McMillin"to maintain a temporary mobile sales office at the east end of the cul de sac. Should the encroachment permit be approved as recommended, the following conditions will be included: 1. Keys to the gate across Primrose Place shall be provided to the Police and Fire Departments. A transparency is available for Council viewing.
