SUBMITTED BY:
The City of Chula Vista received FAU funds to construct several traffic signal
systems in 1976. The City was paid for some engineering work that was ineligible
for federal funds. Therefore, it is my
RECOMMENDATION: That Council appropriate $3917.76 from the unappropriated Gas Tax
Fund to reimburse CALTRANS for the FAU overpayment.

DISCUSSION:
In 1976, the City constructed new traffic signals at "L" Street/Industrial Boulevard,
Fifth Avenue/"J" Street, Fifth Avenue/"K" Street and at Third Avenue/"L" Street as
an FAU project. Federal funds were used to finance 83.31% of eligible design and
construction costs.
Upon completion, this project was audited by the Office of the Controller of the
State of California. They found that the City had received federal funds for
ineligible costs (i.e. construction engineering costs prior to FHWA authorization
date of November 17, 1976). The Traffic Engineer has reviewed the project file
and has confirmed the overpayment.
CALTRANS has sent an invoice for $3,917.76 to the City as the amount due for the
overpayment of federal funds. It is recommended that this amount be appropriated
from the unappropriated Gas Tax fund to account 250-2501-GT999 (Refund Prior Year
Reimbursement) .
FISCAL IMPACT: The balance in the unappropriated Gas Tax fund (as of November 30,
1980) is approximately $123,000. This appropriation will reduce the balance to
approximately $119,000.
