the Loma Verde Park Solar Heating System

On July 1, 1980 the City Council awarded a contra{t to Parnell and Leonard Inc. in the
amount of $77,861.00 for constructing a Solar Heating System at loma Verde Park. The
contract specifies that the work shall be completed in 90 working days from August 22, 1980.
In accordance with Sec. 6-6.2 of the specifications, the contractor has requested a 60-day
extension.
RECOMMENDATION: That Council
Approve a 60-day extension to complete the installation of the loma Verde Park Solar
Heating System.

DISCUSSION:
Parnell and Leonard Inc. is requesting a 60-day extension of time to complete the loma
Verde Park Solar Heating System. The extension is necessary due to the inability of various
suppliers to provide necessary parts for the system. The Notice of Execution and the start
of work were on the same day, August 22, 1980. Upon receiving the approval of their plumb-
ing and mechanical equipment submittals from the City's consulting engineering firm and the
City Building Department, on approximately September 26, 1980, they ordered the required
parts. Shortly after receipt of the order they were informed by the suppliers that there
would probably be a several month delay in the shipment of the pumps, heat exchanger, and
expansion tanks. At the time a delay of this length did not appear to interfere with the
contracted job completion date of December 30, 1980. Now, however, the contractor has
received notice from the suppliers that the earliest possible factory scheduled shipping
date on the above mentioned items is January 30, 1981. A 60-day extension is required
because from the scheduled shipping date, delivery will take from 25 to 30 days and
installation will take approximately 30 days.
Thus far the contractor has performed his work diligently and expeditiously. The requested
time extension is due to conditions beyond the control of the contractor. We recommend that
Council approve this resolution and grant a sixty (60) working day time extension. This
extension would extend the completion date from December 30, 1980 to March 25, 1981.
