DISCUSSION The City opened the Chula Vista Tennis Center Complex at Southwestern College in 1972, under a joint use agreement with the Community College District. The City committed itself to making the Tennis Center the focal point for all tennis enthusiasts in the South Bay. The Center was to be operated under a contract with a Tennis Professional whose main duties would include: 1. Operation and supervlslon of a Pro Shop; 2. Development of a comprehensive tennis program, including instructions for adults and youths; 3. Coordination of City-sponsored tennis events, tournaments, clinics, etc.; and 4 . Daily maintenance of the four City courts. Since the opening of the Chula Vista Tennis Center in 1972, the City has entered into con- tracts with four Tennis Professionals (three Pros for three-year contracts and one for a six-m::mth interim period). The first Professional, Jack Movido, operated the complex for approximately two and one-half years, but resigned prior to fulfilling his contract, to accept a new position which afforded a better financial opportunity. In November, 1974, Jack Pepiot was hired on an interim basis while a new contract was written. Mr. Pepiot resigned after five and one-half months to accept another position, more lucrative professionally and monetarily. During the interim period in which Mr. Pepiot served as Tennis Professional, he made several worthwhile recommendations to assist the City in recruiting a top-notch Professional. These recommendations included the payment of a monthly stipend and providing additional staff services to assist in coordination of the courts on weekends. In July, 1975, a three-year contract to operate the tennis facility was negoti.ated with "Skip" Redondo. A $500 per month stipend and additional services were included in the contract to make it an attractive business venture. Wi thin a year, Mr. Redondo phased out the Pro Shop merchandise and only operated instructional classes. In June, 1977, Mr. Redondo resigned, due primarily to financial problems. The City Council' directed staff to re-advertise for a Tennis Professional in July, 1977. An.agreement ~~s obtained with Ed Collins in January, 1978, to' operate the facility for a three-year period. The monthly stipend included in this contract was gradually reduced, with no stipend paid in the third year. Mr. Collins made a sincere effort to create a tennis center which would be the major tennis facility i.n the. South Bay. During the last two years of the contract, ~lr. Collins operated the Center only with a teaching Pro giving lessons. The contractors' attempts to operate a Pro Shop as provided for in the agreements have been unsuccessful, but the contractors have faithfully fulfilled the other terms and conditions of their agreements. Mr. Collins has expressed an interest in renewing his option for the new contract. His involvement in the operation of the Center will be negligible, with Gary Quandt handling the instructional phase of the operation. The new agreement will be for a period of one year. At the conclusion of that period, an evaluation will be made concerning the feasibility of a new long-term agreement. Al though the agreement is with Mr. Collins, Mr. Quandt will be the teaching and managing Pro at the Tennis Center. This agreement has some notable changes from the previous contract. These changes are as follows: 1. Pro Shop - Stocking of tennis related merchandise for resale will be at the operator's discretion. 2. Utilities - The City will assume all utility charges except telephone services. 3. Monthly stipend - Eliminated in exchffi1ge for the City's payment for utilities for the Pro Shop. 4. Term of agreement - One year, without a renewal clause. 5. Hours of operation - 9:00 a.m. to 5:00 p.m., Monday through Saturday; closed on Rundays and holidays. FISCAL IMPACT The utility cost for heating and lighting of the Pro Shop will be approximately $50 per month. The cost for the first sb: months of the agreement will be absorbed in Account No. 100-1530-5251 - Utilities. Thereafter, $600 will be requested in the 1981-82 budget. 1.
