COUNCIL AGENDA STATEMENT Item. 17 Meeting Date 12/9/80 ITEM TITLE: Resolution - Authorizing the County of San Diego to Implement Coordination of a County-wide Litter Clean-uo and Enforcement program SUBMITTED BY: Assistant City Manager @/ The Litter Control, Recycling and Resource Recovery Act (SB 650) was signed in 1977 and revised in 1980 (SB 261) to provide an annual fund to public, private and non-profit agencies. This program provides an opportunity for local entities to develop and im- plement a comprehensive, effective litter control program. The City authorized the County to coordinate the first round of ~rant funding and the results were highly satisfactory. Therefore, it is my (4/5ths Vote: Yes___ NO-1l) RECOMMENDATION: That Council adopt the resolution. BOARD/COMMISSION RECOMMENDATION: N.A. DISCUSSION: Every county and incorporated city is entitled to grant funds for litter control under Government Code Section 68043. Litter control entitlement allocations are based on population and road mileage. Eligible expenditures include litter clean-up (salaries, equipment, etc.), litter law enforcement, litter receptacles and oublic awareness programs. The 1978-79 and 1979-80 entitlement (a two-year allocation) was $12,333. The current entitlement (1980-81) is $7,855. All local entities. have the option of developing a coordinated County-wide expenditure plan or applying for the funds separately. Soecifically, the following three options are available to the City: 1. Contract with the County to implement a re~ional program and the total $7,855 would be spent at their discretion. 2. Contract with the County to apply for funding and administer a City-developed program in exchange for 5% of the grant. 3. Apply for and administer the grant with City staff. With the first alternative, the City contracts with the County and specific use of the grant money is at the County's discretion as part of a regional effort. All work done in connection with this program would be coordinated by County staff. The second alternative also requires the City to contract with the County. In this case, however, the program to be implemented in Chula Vista is developed by City staff and administered by the County. County staff handles all details of the application and reporting procedures and, in exchange for these efforts, the County receives 5% of the total grant. The County makes application to the State on behalf of all San Diego County cities on one form and completes one comprehensive annual report at the completion of the funding year. Using the third alternative, the City aoplies for and administers the grant independently. This option was chosen because the City could develop a program utilizing the money in the City's best interest, while deferring all administrative reporting requirements to the County. This option provided the most efficient use of both City and County staff. The Council also approved the "San Diego County Solid Waste Management Plan 1976-2000", which identified litter control and enforcement as a reqionaOI concern. It recommends that 1 i tter programs be coordi nated County-\~i de to maximi ze thei r effectiveness. This can be achieved by contracting through the County for a coordinated implementation of the State Litter Grant. For these reasons, it is recommended that the City contract with the County for implementation of the State Litter Grant, as done in the past. The $12,333 previously received from the State Litter Grant was used to purchase a "Yard-Vac" for the Parks & Recreation Department. This vehicle (similar to a riding lawn mower) is used to pick up litter in General Roca Park. Prior to this purchase, the task was completed by Park staff with a "Park Patrol" hand tool. The acquisition of the "Yard-Vac" has reduced the required staff time for litter pick-up by approximately 50%. If approved, the 1980-81 entitlement will be used to purchase a trailer for the "Yard-Vac" which will facilitate its use at all City park locations (approxi- mately $3,000). The money will also be used to purchase four small "Pro-Vac Sweepers" (approximately $1,600) and four "Back-Pac Blowers" (approximately $1,000). The smaller equioment is used in the more difficult to reach areas, like under bleachers and around trees. The remaining allocation will be used to purchase nine additional litter containers (approximately $1,800) for the City locations most prone to be littered. By adoption of this resolution, the Council is authorizing Chula Vista's applica- tion for the 1980-81 entitlement ($7,855) under the State Litter Grant Proqram. Specifically, the resolution authorizes the use of the County's assistance"with the application and reporting procedures. FINANCIAL IMPACT: N.A.
