COUNCIL AGENDA STATEMENT Item Ii Meeting Date 12-J.6-80 Resolution/03~~ - Approving First Amendment to Agreement Between the City of Chula Vista and Montgomery Fire District for Fire Dispatchin~ Services SUBMITTED BY: Director of Public Safety IJJ;/;/ (4/5ths Vote: Yes At the City Council meeting of October 17, 1978 the Council passed Resolution #9310 which established an agreement with the Montgomery Fire District whereby we provided fire dispatching services commencing January 1, 1979. This agreement provided for a payment of $10,000. annually with the provision that the amount would be reviewed after the first two years of operation. I have met with the Montgomery Fire District Board and they have agreed to an increase of 25% for the last six months of this fiscal year. ITEM TITLE: NO~) Recommendation: That Council: 1.. Board/Commission Recommendation: Not Applicable -Discussion: Prior to establishing this agreement there were discussions concerning the best method to determine a basis for dispatching costs. The $10,000. annual payment that was finally agreed upon was a compromise between the $15,000. annual payment recommended by the staff and the $800. per month recommended by the Montgomery Fire District Board. This. agreement provided for a payment of $10,000. annually wi th the provision that the amount would be reviewed after the first two years. Because this agreement commenced on January 1st the payments have been geared to a calendar year rather than a fiscal year. Our agreements with National City and Bonita are on a fiscal year basis and it is our plan to convert the Montgomery agreement to a fiscal year basis effective July 1, 1981. Prior to that time we have to determine a proper rate for the six month period between January 1, 1981 and June 30, 1981. Since we commenced the Montgomery Agreement the salaries of our Communications Operators has increased by 25%. Therefore, we recommend that the annual payment be increased by 25% which would result in an annual charge of $12,500. Converting this annual figure to six months results in a charge of $6,250. for the January 1, 1981 through June 30, 1981 period. I presented this recommendation to the Montgomery Fire District Board at their November 21st meeting and they voted to accept it. Now that we are performing Fire dispatching for several departments we feel that we can develop a dispatching cost that is more directly related to the percentage: of total service received by each department as it relates to the total cost of operating the fire dispatch portion of the Communications Center.
