HomeMy WebLinkAboutAgenda Statement 1980/12/16 Item 10 COUNCIL AGENDA STATEMENT Item 10 ' ITEM TITLE: Meeting Date Resolution/t1.35""~ Adopting Areawide Housing Opportunity Plan Community Development Department~ . 12/16/80 SUBMITTED BY: (4/5ths Vote: Yes NolL) Periodically, as part of the Community Development Block Grant application process, the Council is asked to consider a City Housing Assistance Plan which identifies the City's lower income housing needs and the City's goals in redressing those needs: Additionally, on November 27, 1979, the City Council -adopted the'Regional Housing Allocation Formula as'proposed by the San Diego Association of Governments (SANDAG) as a guideline for addressing Chula Vista's "Fair Share" of the regional lower income housing needs. SANDAG has now proposed a vehicle which will introduce those regional guidelines into the City's Housing Assistance Plan and which will enhance the oppor- tunities for achieving housing goals. Therefore, it is my RECOMMENDATION: That the Council Approve the resolution adopting the Areawide Housing Opportunity Plan. BOARDS/COMMISSION RECOMMENDATION" Not applicable. DISCUSSION: The Housing Assistance Plan, a component of the City's Community Development Block Grant application, sets goals for the provision of lower income housing for Chula Vista based upon the perceived need for such housing during the time span of the Housing Assistance Plan. The Housing Assistance Plan is used by the U.S. Department of Housing and Urban Development to both measure our performance in the provision of housing and to allocate available housing program funds. A new Housing Assistance Plan is submitted to HUD every three years. The Housing Allocation Formula, adopted by SANDAG and by the City of Chula Vista, takes a regional perspective, evaluating the projected lower income housing needs for the San Diego County area and distributing those needs and the concommitant goals among jurisdictions on an equitable basis. It pledges Chula Vista to strive to house its "fair share" of regional lower income households. As Chula Vista's lovler income housing needs are less than some other jurisdictions, Chula Vista's "fair share" formula indicates a need for the provision of additional affordable units beyond the local need. The Housing Allocation Formula, which is designed to satisfy the guidel ines of the state regarding local ,Housing Elements, is revised periodically. The proposed Areawide Housing Opportunity Plan combines local needs and goals with "fair share" concerns. It is a regional aoproach to housing plans: HUD promotes such a regional approach, and they offer incentives which result in the,following advantages to the City: 1. By federal regulation, HUD must comply with the Areawide Housing Opportunity Plan in its annual housing assistance allocation process. With an approved Areawide Housing Opportunity Plan, the City has a better chance of receiving more generous allocations of housing assistance. 3. An approved Areawide Housing Opportunity Plan qualifies a region for certain HUD discretionary funds for Housing, Community Development, and Planni'ng which are not part of the normal allocation process.. Chula Vista's relatively high outreach factor in the region would make it a prime candidate for receipt of discretionary funds. 4. HUD allows a slower rate of redress in an Areawide Housing Opportunity Plan than they do in a local Housing Assistance Plan. Therefore, the Housing Assistance Goals in the Areawide Housing Opportunity Plan are lower than those in the Housing Assistance Plan, making acceptable performance by the City in realizing its goals more achievable. 5. An approved Areawide Housing Opportunity Plan would meet the require- ments of the State Housing and Community Development Department for "fair share" provisions in local Housing Elements of the General Plan. Official HUD approval of the Areawide Housing Opportunity Plan is not likely to happen before fiscal year 1981-82. That approval date would coincide with the City's requirement to submit a new three year Housing Assistance Plan to HUD. But early submission of the Areawide Housing Opportunity Plan to HUD could create eligibility to discretionary funds and allocation conformance prior to official HUD adoption. Therefore, the potential benefits which might accrue to the City could possibly be realized in the not too distant future. FISCAL IMPACT: The approval of an Areawide Housing staff time required for compilation also qualify for additional federal wide Housing Opportunity Plan. Opportunity Plan would significantly reduce of a Housing Assistance Plan.
