No_) SUBMITTED BY: BAC KGROU NO: During the budget sessions for 1980-81, the City Council approved the implementation of an employee assistance program for the City of Chula Vista. This type of program is one which.provides confidential counseling on a very short term basis for troubled employees. The goal of the counseling provided is simply to identify the problem and refer the employee to a counseling source that can provide assistance. The EAP does not provide any treatment. A request for proposal was developed and distributed in July, 1980. Five proposals were received. A committee of four employees, including myself, was convened to analyze the proposals and interview the consultants who would provide the services. Following this process, the committee selected Duane Rogers of Personal Assistance Services to provide the EAP. Therefore, it is my RECOMMENDATION: That Council adopt the resolution. BOARD/COMMISSION RECOMMENDATION: N/A 01 SCUSS ION: All proposals were analyzed by the committee, and interviews were held to determine 1) the amount of service that would be provided, 2) the experience and qual ifications of the consultants, 3) the personal effectiveness that the consultants would have with the majority of the employees, and 4) the appropriateness of the service offered for Chula Vista. Shortly after the interviews, one of the consultants dropped out of the competition to move to another state. One was eliminated on the basis of geographical inconvenience and another was eliminated primarily because the consultant firm was a treatment pro- vider as opposed to a traditional EAP. Of the remaining two, Duane Rogers was selected because of his extensive experience in the field of employee assistance programs. He has been providing such services for a period of five years to agencies such as Occupational Health Services, the County of San Diego and three private industry firms. I have received very favorable comments about rqr. Rogers and his program from these agencies during ref- erence checking. His experience with San Diego County has of.fered him the opportunity to become thoroughly familiar with local government operations, and he exhibits an excellent understanding of the steps necessary in implementing such a program in a city or county. Mr.' Rogers' proposal covers a full year at a total contract cost of $5,000. This amount includes the office space he will maintain in Chula Vista, his staff time, office materials, telephone answering service, mileage expenses, etc. It also includes, of course, one to two counseling sessions for each employee. The contract for the Employee Assistance Program has been developed, and Mr. Rogers is available to begin immediately upon Council adoption of the resolution.
