The Transportation Development Act (TDA) claim against' Chula Vista's allocation for this service was estimated to be $1,914. As a result of adjustments to San Diego Transit's budget, the claim reflected in the F,irst Amendment is $34,359. It is my RECOMMENDATION: That Council adopt a resolution approving the First Amendment to the Agreement for San Diego Transit service in Chula Vista for FY80-81. DISCUSSION: San Diego Transit has submitted the attached package of information regarding transit service in Chula Vista for the Council's consideration. A comparison of Exhibit "A" of the Agreement and the First Amendment yields the following information: 1. The actual expense in the First Amendment for service in Chula Vista by Routes 29, 32, and 100 is $696,203, a decrease of about $3,400 from the estimated expense in the Agreement. This decrease is due to reduced operating miles of Route 29 in Chula Vista which Council approved in August, 1980. 2. The local passenger revenue credit, under the income category, has decreased almost $.05, thus reducing the revenue credit for passengers carried from an original estimate of $421,795 to $384,552. This revenue decrease, combined with a slight revenue increase for express passengers and the reduced expense, accounts for the TDA claim. increase to $34,359 instead of the original estimate of $1,914. According to San Diego Transit staff, the estimate of $0.5640 per local revenue passen- ger was based on the average fare recovery from the base fare of $0.60. The actual recovery per passenger has been $0.5142 of the $0.60 fare. This current revenue credit should remain constant for the remainder of this fiscal year. A representative of San Diego Transit will be in attendance to answer any questions the Council may have. FISCAL IMPACT: The FY80-81 claim amendment by San Diego Transit against Chula Vista's TDA allocation will leave a reserve balance of approximately $19,000.
