HomeMy WebLinkAboutAgenda Statement 1980/11/25 Item 14 COUNCIL AGENDA STATEMENT ITEM TITLE: Item ., 14 Meeting Date 11/25/80 Resolution 1().J3 b- Approving Joint Powers Agreement for the Continuation of Automated Regional Justice System (ARJIS) SUBMITTED BY: City Manager ~ The Chairman of the Board of Directors of the San Diego Association of Governments has requested the City Council to approve the J6int ~owers Agreement and communicate its action'to the'Board of Directors by December 1, 1980. The Council has con- sidered this proposal on two previous oCCasions and has in each case indicated its desiTe to participate in ARJIS but has rejected the proposed type of organization submitted by SANDAG. I appeared at the November 17th meeting of SANDAG and presented the Chula Vista proposed organization to operate ARJIS. It seemed apparent that a sufficient number of cities comprising over 50% of the population of San Diego County are supporting:theS!\NDAG J.P.A. to o'perate ARJIS. It is therefore my (4/Sths Vote: Yes No~) I RECOMMENDATION: That Council: 1. Approve the J:P.A. and authorize the Mayor to execute the document on behalf of the City. BOARD/COMMISS ION RECOMMENDATION: N.A. DISCUSSION: The CountY' of San Diego and the cities of Coronado, Escondido, Oceanside and Chula Vista continue to maintain that the ARJIS Board should be composed of the Chief Administrative Officer of the County, the City Manager of San Diego, and three'other'City Managers from the county area. The County Board of Supervisors will probably not act on the matter until after December 1, while the City of San Diego has docketed the item for November 24. Hith the City of San Diego expected to approve the SANDAG J.P.A., it only takes the cities of El Cajon and Oceanside in order to constitute over 50% of the county population needed to implement the J.P.A. As I indicated earlier, Chula Vista has always supported continuation of the ARJIS system and, while I do not believe the type of organization contained in the agreement is the most appropriate, I believe we have no other alternative but to join in the continuation of the system. FINANCIAL IMPACT: Chula Vista's estimated six-months' cost (January 1 - June 30, 19B1) is $12,657 base expense and $13,058 user fees, for a total of $25,715. On an annual basis, for fiscal year 1982 Chula Vista's total cost is estimated at $61.905. Sufficient funds are available in the 1980-81 budget to cover the six-months' cost estimates.
