HomeMy WebLinkAboutOrd 1982-2016 Revised 12/16/82 ORDINANCE NO. 2016 AN ORDINANCE OF THE CITY OF CHULA VISTA AMENDING TITLE 2 OF THE CHULA VISTA MUNICIPAL CODE BY ADDING THERETO A NEW CHAPTER 2.37 ESTABLISHING A COMMISSION ON AGING The City Council of the City of Chula Vista does hereby ordain as follows: SECTION I: That Title 2 of the Chula Vista Municipal Code be, and the same is hereby amended by adding thereto a new Chapter 2.37 to read as follows: CHAPTER 2.37 COMMISSION ON AGING. Sec. 2.37.010 Purpose and Intent. It is the purpose and intent of the City Council to establish a special Commission on Aging which would make recommendations and advise the City Council and the City Manager on all matters affecting the older residents of the City of Chula Vista who constitute nearly 16% of the population of the City. It is the intent of the City Council to create healthy, enlightened attitudes, policies and practices by establishing this Commission as an official body, not as an enforcement or reviewing agency, but as a Commission which will carefully survey, intelligently plan and use the tools of education and motivation to the .realization of the objectives stated herein. Sec. 2.37.020 Duties and Functions. In addition to investigative research activities, the Commission on Aging is specifically charged with a responsibility to: A. Take such steps as are necessary based upon their analysis of the current situation to develop a mutual understanding and respect between seniors and the balance of the community. B. Promote new and improved programs of service to older residents in cooperation with peer boards and commissions as well as the City Manager. -1- C. Review the effectiveness of programs presently in being and when necessary to recommend modification, redirection, and use of alternate or additional resources. D. Work together with City, County, State and Federal agencies in developing programs for the older residents. E. Actively encourage local retirement clubs, churches and senior groups to exchange ideas on programs, activities and social action which will benefit seniors and decrease their isolation from the community. F. Promote inter-generational programs which will cause and result in an interchange of ideas and activities between the elderly and the youth of our community. G. Determine the extent of senior citizen involvement and participation in the processes of government and to make recommendations. H. Provide a forum before which senior citizens may bring their specific problems. I. periodically prepare comprehensive reports to the Council describing the Commission's activities, accomplishments and reccmmendations as to future efforts. J. Establish a list of priorities on needs and programs and to advocate appropriate action by the City Council in accordance with such lists of needs and programs. Sec. 2.37.030 Objectives of Commission. The Commission shall undertake investigations and studies for the purpose of making recommendations to the City Council concerning, but not limited to, the following: Social Service and/or human service programs and facilities. Leisure time activities and recreational and social programs. Development of part-time employment opportunities. Pe~se~a~ eee~ee~. Programs for the understanding of the problems of senior citizens. Sec. 2.37.040 Created - Appointment of Members. There is hereby created a Commission on Aging consisting of seven (7) members, one (1) member appointed by each Councilmember, and three (3) appointed by the Mayor, to be ratified by the City Council, from the qualified electors of the City in the manner pre- scribed and in accordance with the provisions of the Charter of the City of Chula Vista. The members so selected shall be representative of the total racial, religious, ethnic and social spectrum of the aged citizens. The members shall serve for a term of four years, except that the initial appointment of two members shall be for a term of one year, two members shall be for a term of two years, two members shall be for a term of three years and one member shall be for a term of four years. The City Manager or his designated representative shall be an ex-officio member of the Commission, but he shall have no vote. The Commission shall select a Chairman and Vice-Chairman from its membership annually. Four members shall constitute a quorum for the transaction of business. The Commission shall adopt reasonable rules and regulations consistent with the law, for the government of its business and procedures. The Com- mission shall meet not less than once a month and at the call of the Chairman, or in his absence the Vice-Chairman, or a majority of the members of the Commission. The Commission may appoint, at its discretion, committees to concern themselves with specific community problems. These committees may be composed of citizens who are not members of the Commission except that the Chairman of each such committee must be a member of the Commission on Aging. Sec. 2.37.050 Advisory Functions and Report. The Commission's functions are advisory in character and they shall not assume administrative authority or responsibility beyond that which the City Council may authorize. The Commission shall prepare and give the City annually a written report of its activities. Sec. 2.37.060 Staff Assistance and Funding. The City Manager may make available staff and clerical support as requested by the Commission to fulfill its functions and duties; provided such staff and clerical support is available. Subject to the approval of the City Council, the Commission may accept gifts and grants from any source to assist it in the performance of its functions. In the event that private funds or funds from other governmental agencies are made available for special projects, surveys, educational programs or general program support, the City Manager is authorized upon recommendation of the Commission and approval of the Council, to enter into appropriate contracts for the utilization of such funds in furtherance of the purpose and intent of, and the duties and functions of the Commission. Sec. 2.37.070 Ordinance Repealed - M~h~ee~ Me~s. Two Years. Unless re-enacted by the City Council, this ordinance shall be deemed repealed and of no further force and effect e~h~ee~ me~s two years from the effective date thereof. The primary focus of the Commission will be to under- take investigations and studies for the purpose of making recommendations to the City Council concerning social service and/or human service programs and facilities as they affect the older residents of the City who constitute nearly 16% of the population. The ordinance defines the duties and functions of this seven-member Commission and the appointed terms of the members.
