In all, the current draft is acceptable and is supported. We suggest the following minor changes that we think will further strengthen the plan: I) Change the maximum terrn that a Certificate can be Proiect based Ii-om 10 to 15 years. Rationale: The PBCs will effectively increase rents on our targeted affordable units so that a larger terrn loan can be supported on the property, thereby enhancing project teasibility. This minor change will increase lending proceeds by approximately 33% for each such project based unit. In short, the same exact rental dollars will support a 33% larger term loan just because of the increascd term of the rental payments. 2) Allow PRC's to be 100% of a given proiect fDr the lesscr of ] 0 units or 25% of the units instead 01'4 units or 25% of the units. Rationale: This provision is designed to ensure that there is not undue concentration of low- income residents in a given site. Based on our experience with the County's public housing sites and other experience, we do not believe that up to]O 'ts will cause an undue concentration. Moreover, only four certificates on smallcr rcsult in too much administrative and monitoring cost. Ten units is an accepta number in our judgment.
