it is an effective wa <II, ederal funding to accomplish multiple public goals. Tn the ease of the
City of Chula Vista, w e particularly hopeful of seeing this program assist us in the revitalization
of the west side ofCh a Vista. In all, the current draft is acceptable and is supported. We suggest
the following minor changes that we think will further strengthen the plan:
I) Change the maximum terrn that a Certificate can be Proiect based Ii-om 10 to 15 years.
Rationale: The PBCs will effectively increase rents on our targeted affordable units so that a
larger terrn loan can be supported on the property, thereby enhancing project teasibility.
This minor change will increase lending proceeds by approximately 33% for each such
project based unit. In short, the same exact rental dollars will support a 33% larger term
loan just because of the increascd term of the rental payments.
2) Allow PRC's to be 100% of a given proiect fDr the lesscr of ] 0 units or 25% of the units
instead 01'4 units or 25% of the units.
Rationale: This provision is designed to ensure that there is not undue concentration of low-
income residents in a given site. Based on our experience with the County's public housing
sites and other experience, we do not believe that up to]O 'ts will cause an undue
concentration. Moreover, only four certificates on smallcr rcsult in too much
administrative and monitoring cost. Ten units is an accepta number in our judgment.

Bargain Bids on Second Project Under Labor Pact

Foes of a labor pact on the San Diego Unified school renovation hond crowed when bids for the first project under the agreement came in
higher than expected. Now fans oflhe labor deal arc doing the same, after bids for the second project under the agreement came in lower
than expected.
Renovating the automotive shop at Claircmonl High School was estimated 10 cost $4.1 million, bUI the lowesl bid for the contract came in at
$2.5 million, according In a schoo] district press release. That pencils out to roughly 40 percent under the estimate.
The work has oot yet been awarded, but the company that seems poised to win, Stmight Line General Contractors, is based in Oceanside and
is not unionized. Its president, David Williams, said the lahm pact made them uncomfortable, hut they hid anyway hecausc of the lack of
work in San Diego County.
And that's huoyed the labor pact's advocates.
"It de nates the two rnnjor arguments that the opponents were pUlling out: That nOll-union contractors wouldn't bid and that it would raise
costs," said Xavier Leonard. a spokesperson for the Center on Policy Initiatives, a labor-friendly think tank that supports the plan.
For both sides. il's loa soon lo say thnt the labor deal is driving costs either way. We'll be tracking what happens to costs under the labor
agreement over the longer term.
