SUMMARY
On January 28,20 I 0 the Parks and Recreation Commission voted to approve a Parks Master plan for a
3.9-acre neighborhood park located on Fourth A venue in Western Chula Vista. The proposed park is
located in the Montgomery area, west ofT-80S and is part of an SDG & E easement adjacent to and
immediately south of the South Chula Vista Library. Community input was received for the park
design and park elements, which includes a multi-purpose athletic field and adequate parking to
accommodate users of the park. Several nmding sources are available for construction of the park,
including the City's Redevelopment Corporation and an obligated amount from SDG & E. The City is
also applying for Proposition 84 funding for the total budgeted amount.
ENVIRONMENTAL REVIEW
The Environmental Review Coordinator has reviewed the proposed project for compliance with
the California Environmental Quality Act (CEQA) and has determined that the project qualifies
for a Class 4(b) [New gardening/landscaping] categorical exemption pursuant to Section 15304
(Minor Alterations to Land) of the State CEQA Guidelines, because the proposal consists of

local passive park with minimal physical changes to the environment that will introduce water
efficient landscaping. Thus, no further environmental review is necessary.
RECOMMENDA nON
That the City Council approves the Park Master Plan and authorizes the holding of a contest for a
park name that is community based and also contains the name of a sponsor.
BOARDS/COMMISSION RECOMMENDATION
The Park & Recreation Commission approved the park master plan_at their meeting on January 28,
20 I 0, with a recommendation that natural turf be used on the sports field in preference to artificial
turf and that a contest be held for a park name that shall be community based and also contains the
name of a sponsor.
DISCUSSION
Background
Site Information
The proposed park site is located in the Montgomery Area, West ofT-805 in western Chula Vista,
along the east side of Fourth A venue and south ofthe existing south Chula Vista Library building on
Orange Avenue, in an existing SDG & E parcel (Attachment "I").
The site consists of approximately 3.9 acres and is part of an SDG & E parcel at Fourth Avenue
south of Orange Avenue. Existing improvements on the parcel consist of an existing electrical
tower, a pole, a 24-foot wide driveway and miscellaneous SDG & E maintenance areas. The
majority ofthe site is unimproved open space. The parcel measures approximately 250 feet in width
by 650 feet in length. The majority of the project site is relatively flat however the parcel drops to
approximately 5 - 10 feet lower than the existing Public Library. From the most northwesterly point
of the parcel to the most southeasterly point of the parcel there is an approximate 10-foot change in
elevation.
The General Plan designation for this parcel is Parkland with surrounding residential. The
surrounding zoning consists ofMHP (mobile home park zone), R2P (one & two family residential
zone) and R3P (apartment residential zone).
Existing Recreational Facilities in the Montgomery Area
Seven existing neighborhood parks serve the Montgomery area. These parks are: Lauderbach Park,
Lorna Verde Park and Orange Avenue Fields, Los Ninos Park, Otay Park, Reinstra Ball Fields, SDO
& E Park and Harborside Park. All seven parks contain the typical support facilities required for
neighborhood parks. Lauderbach Park and Lorna Verde Park also contain community centers and
one stand-alone recreation complex.

The Parks & Recreation Master Plan suggests that parks be located within a % mile radius of each
other. This radius is called the "service radius" ofthe park. A service radius is generally considered
an acceptable walking distance for park users to walk to and from a park in their neighborhood. The
proposed Library Park is approximately % miles from Lauderbach Park and therefore within the
Lauderbach Park service radius. Lauderbach Park is located at 333 Oxford Street and is a 3.9 acres
neighborhood park that includes the following support facilities: one community center (non-city
operated), one multi purpose athletic field with lighting; picnic tables, a restroom, unstructured open
play areas and a play area with play equipment. The proposed acreage ofthe library park at the SDG
& E parcel nets at 3.9 acres and is classified as a neighborhood park to include typical support
facilities contained in a neighborhood park. The park's support facilities included in the park design
include: children's play area, picnic facilities, informal field sports area, a restroom facility (adjacent
to the Park on the Library site), half-hard court, walkways, a dog off-leash area and parking spaces.
Design Process
Community Input
Facilitated by city staff, several community outreach workshops were held to gather community
input. The main community group that participated in the outreach efforts was the Southwest
Chula Vista Civic Association. This community group focuses on issues and topics of the
Southwest region, which includes Montgomery. StafI also met with local residents of the
neighborhood, including representatives of the local soccer league. An informational meeting
was held on September 16th, 2009 and again on September 28th, 2009. In addition staff met and
discussed the project with the local soccer league for their specific needs.
The workshops provided an opportunity for residents and community leaders to voice their ideas,
facility needs, wants and opinions. The workshops also provided an opportunity for city staffto
inform, educate, and orient workshop participants about opportunities and constraints identified
in the overall park design concept.
Design Concept
Parking
As a result of the layout design and development of the park and a possible h.lture Fire Station
anticipated to be located on the existing Library site, a loss of approximately 99 existing parking
stalls on the Library site is anticipated and need to be replaced. Staff aims to replace as many as
possible in a reconfigured lot in the vicinity of the current library parking. The objective will be to
balance any shortfall in the number of spaces by providing additional spaces within the proposed
park. An exact parking count will be determined once construction documents are prepared.
Parking to support the new park use is also required. The City zoning code as well as the Chula
Vista Parks & Recreation Master Plan does not recommend specific parking requirements for park
uses, however it is recommended that parking provisions for all neighborhood parks be appropriate

for the activities of the park. Staff s analysis has determined that 93 new parking stalls are needed
to serve the new park, library and SDG & E operations and maintenance requirements.
SDG & E Parcel Use
Staff has reviewed the criteria and standards for SDG & E operations and has successfully designed
the park to allow SDG & E to continue their operations uninterrupted within the park. For example,
the easement area adjacent to 4th A venue will be left unimproved for maintenance truck operations
by SDG & E. Height restrictions for shade structures and tree canopy have also been considered.
Tree selections are limited to trees that maintain a maximum growth height of 15 feel. The shade
structures for the picnic areas are also being kept within this height restriction. Canvas-type and
metal-type canopy designs are prohibited by SDG & E so staff will select wood and/or fiberglass
material for the shade structures used around the park's picnic areas, as discussed in their meetings
with SDG & E staff. Details of those structures will be approved by SDG & E during the
construction documentation phase of the project. Shade structures were identified as an important
design element at community outreach meetings.
To maintain compliance with the standards for SDG & E operations, the park design includes vinyl
coated fencing, which will be used around all tower elements located within the easement. The
master plan design successfully provides full safe access and use of the park by the public yet also
allows unhindered use of the site by company operations. SDG & E staff has reviewed the draft
concept and has been eager and cooperative in completing the park master plan concept.
The Department of Conservation & Environmental Services (CES) is currently working with
SDG & E on establishing an easement or lease to execute their commitment established in the
Memorandum of Understanding between the City of Chula Vista and SDG & E that will make
provision for the long term co-use of the site for City park purposes and SDG & E easement
purposes. This park use would not interfere with operation, practices, and service of the utility
company. SDG & E has already made a financial contributionof$375,000 toward the improvements
at this site which fulfills their financial commitment under the MOU. On October 13, 2009 the City
received a check from SDG & E for this amount.
In 2003 the Parks and Recreation, CES and Public Works Departments and park design staff began
working with SDG&E and City Council on the concept of developing key segments ofunderutilized
transmission corridors west ofInterstate 8 that are adjacent the public streets. The City and SDG&E
included an agreement in the MOU to pursue development of those transmission right of way parcels
as appropriate to expand a variety of potential active and passive public park uses. Staff conducted
sites visits and developed a comprehensive list of these properties and a variety of potential small
and medium size park facilities that would add significant recreational and aesthetic value to their
respective neighborhoods. Staff knew at the time that would not occur until the resources could be
identified and secured to make the initial improvements and fund ongoing maintenance costs.
SDG&E's commitment under the MOU was limited to access of these key parcels and up to
$375,000 in services that they have generously committed as a cash contribution. This project
represents the first site-specific application of the potential neighborhood park improvements.

contemplated under the MOU and completes SOG&E's commitment for up to $375,000 in services.
Park Elements/Park Activities
In summary, the park elements include the following:
. Multi-purpose Athletic Field (1) - One multipurpose field, 150 feet by 300 feet, a standard that
the Federation Internationale de Football Association (FIF A) approves for soccer playas well as
for lacrosse, football, etc. and is intended to also be us cd for more informal types of recreational
play and for younger agcd users. Anticipated active usage of the field to be dawn to dusk, no
proposed field lighting.
. Basketball Half -Court (1) - One standard size half court, 65 feet by 54 feet, which would be
fenced adjacent to the fenced dog area.
. Children's Play Area and Tot Lot (1) - The play areas will have equipment suitable for
children of varying age groups. One area will be designed for the youngest age group of children,
ages 2-5 and the second play area will target children ages 5 to 12.
. Enhanced Park Entry and Drop-off (1) - As you enter the park from the existing library
parking area a convenient drop off area will be provided. Enhanced paving with a sports motif
design will be included in the paving for that area.
. Group Use Picnic Shelters (6) - A variety of picnic shelter sizes are proposed throughout the
park. Shelter locations are approximate, however will be located so they are not directly below
overhead wires. Shelters can be used for picnic events.
. Amphitheater area (1) - A contoured open turf area located adjacent to the Multi-Purpose
Sports Field is included and can be used as a small amphitheater for small plays or viewing
sporting activities occurring on the sports field.
. Dog Off-leash Fenced Area (1) -. An ot1:leash dog play/run area will be included and enclosed
with 6 foot high fencing and a gated entry.
. Park Furniture - Trash/recyclable containers, benches, drinking fountain with dog fountain,
pooper-scoopers, are strategically located in the park.
. Parking (35 spaces) - The park site will provide a total of35 new city standard parking stalls
for vehicular circulation. A new parking area will be provided to replace lost parking stalls on
the existing library site and parking for the park. Accessibility parking will be provided.
. Potential Overflow Parking with H20 Loading (58 spaces) - SDGE maintenance crews
require clear circulation around the Electrical Tower Poles, which one is existing in the parcel
area the park will be constructed in. The potential for an additional 58 parking stalls in the
SOGE constraint area is also possible. This parking area will be decomposed granite with no
concrete curbing, per requirements of SDGE.
. Low-lVlaintenance, water-conserving landscape design - The conceptual planting palette
includes a variety of shrub sizes, some small, and some large, and small trees to provide shade.
Species will be limited to those that maintain a maximum maturity height of 15 feet. Depending
on further analysis by staff, the multi-purpose sports field may be constructed of artificial turf
material. The selected "turf within the sports field will be a low water use variety.
. Restroom - The restroom will be conveniently located to the park on the Library facility site,
close to users of the park and picnic seating structures. The restroom building will include

storage for park operations. The funding source to design and construct the restroom is expected
to come from the Statewide Park Development and Community Revitalization Program of2008,
which is being applied for March 20 I O.
. Decomposed Granite Pathways with Exercise Par-Course - the community had requested
some kind of par course or design promoting physical fitness. Exercise stations will be located
along the proposed walkway that encloses the multi-purpose sports field.
The proposed park plan will be compliant with the Americans with Disabilies Act (ADA).
Lighting
No lighting is proposed due to the constraints to the site and site design in the SDO & E easement
constraints.
Fire and Police
Fire staff and Police staff have reviewed the plan, and provided input to insure that issues regarding
public health and safety have been addressed.
Park Name
At the January 28th Parks and Recreation Commission meeting, the staff report to the commission
included several park names for the commission to consider. The following names were listed for
the Commissions consideration:
Montgomery Field Park - John J. Montgomery who is credited with making the first controlled
flight in a fixed wing aircraft. Montgomery's first glider flight took place in the Otay Mesa area of
San Diego in 1883. The proximity of this park to the Otay Mesa area in !lddition to the Community's
name being Montgomery provides a rationale for this park name.
Orange Park - this park name is suggested because it identifies the location of the Park, on Orange
Avenue. The name could also be a representation of the Agricultural background of the Community.
Charles Lindbergh Park - many famous aviation "firsts" have occurred in San Diego, including
the first night flying, first aerial photography and the first in-flight refueling.
SEMPRA Park - SDO & E Company is a funding source for the Park and has agreed to provide the
land for this park development. This name would be an acknowledgement of both of those actions.
After discussion, the Commission reached the conclusion that the name should represent the
community and be community based. They recommended that a contest be held locally to select the
park name. The Commission also believed that an opportunity existed in the selection of a park name
to generate revenue to offset ongoing maintenance costs associated with the new park. The final park
name would be a combination of the community selected name and the sponsor's name.
DECISION MAKER CONFLICT

Staff has reviewed the property holdings of the City Council and has found a conflict exists, in
that Councilmember Rudy Ramirez has property holdings within 500 feet of the boundaries of
the property, which is the subject of this action.
CURRENT YEAR FISCAL IMPACT
The park budget is estimated to total $2.553.336. which includes total construction costs plus
contingencies. This amount includes design fees for the preparation of construction documents and
all park improvements as shown on the Draft Master Plan. In anticipation of receiving the
Proposition 84 grant money, the restroom facility is included in the budget estimate.'
Available funding for the park construction includes an amount of$375,000 already received from
SDG & E, in addition to $ I ,000,000 made available by the City's Redevelopment Corporation. The
City's Redevelopment Corporation through the issuance of Tax Allocation Refund Bonds with
Resolution 2008-002 has made available this amount to fund a portion of the balance of the park
improvements.
Additional monies not yet available include potential funding through Proposition 84 - Statewide
Park Development and Community Revitalization Act of 2008 (Statewide Park Program). This
program provides grant funding for the creation of new parks and creating opportunities in
underserved communities in California. The City will apply in March 2010 for this funding. The
minimum grant request is $100,000 and.the maximum grant request is $5,000,000. [fthe City is
successful in receiving the full requested amount, the Tax Allocation money may be re-directed to
other future park projects that were not included in the Proposition 84 Grant
Statl and the Parks and Recreation Commission are aware that if the City is not successful in
receiving the Proposition 84 funding, staff will re-visit the park construction costs and match an
available funding of $1,775,000 with a revised design.
Staff time required for the review and processing of the park plans will be paid through the
Proposition 84 grant money if received, otherwise through the City's General Fund. After the
norn1al establishment period of one year, nlture park maintenance costs for the public park would be
paid through the City's General Fund.
ONGOING FISCAL IMPACT
Citywide park maintenance costs average $ I 2,500 per year per acre. Upon completion, this proposed
3.9-acre park would impact the General Fund by approximately $50,000 per year for operation and
maintenance.
Including the name of a sponsor in the park name could become a vehicle for generating arumal
maintenance funds via a donation from that sponsor.

RESOLUTION
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVlL"IG THE PARK MASTER PLAN FOR
THE 3.9 ACRE PUBLIC NEIGHBORHOOD PARK SITE ON
FOURTH AVENUE IN WESTER1"\J CHOLA VISTA.
WHEREAS, the proposed park site is located in the Montgomery Area, West of 1-
805 in western Chula Vista, along the east side of Fourth A venue and south of the existing
south Chula Vista Library building on Orange Avenue, in an existing SDG&E parcel; and
WHEREAS, the site consists of approximately 3.9 acres and is part of an SDG&E
parcel at Fourth Avenue south of Orange Avenue; and
WHEREAS, existing improvements on the parcel consist of an existing electrical
tower, a pole, a 24-foot wide driveway and miscellaneous SDG&E maintenance areas;
and
WHEREAS, the majority of the site is unimproved open space; and
WHEREAS, the Park & Recreation Commission approved at their meeting on
January 28th, 2010, the park master plan with a recommendation that natural turf be used
on the sports field in preference to artificial turf; and
WHEREAS, the Commission also included a recommendation that it contest be
held for a park name that shall be community based and also contain the name of a
sponsor; and
WHEREAS, the City will apply in March 2010 for grant funding through
Proposition 84, the Statewide Park Development and Community Revitalization Act of
2008 (Statewide Park Program); and
WHEREAS, this program provides grant funding for the creation of new parks
and creating opportunities in underserved communities in California; and
WHEREAS, the grant application will apply for the full cost of designing and
constructing the park; and
WHEREAS, the City has already received a funding contribution from SDG&E
for construction of the park in the SDG & E parcel; and
WHEREAS, facilitated by city staff, several community outreach workshop efforts
were held to gather community input; and
WHEREAS, the workshops provided an opportunity for residents and community

leaders to voice their ideas, facility needs, wants and opinions.
NOW THEREFORE BE IT RESOLVED that the City Council of the City ofChula
Vista hereby approve the Park Master Plan for the 3.9 acre public neighborhood park site on
Fourth Avenue in Western Chula Vista and authorize the holding of a contest for a park
name that shall also be allowed to contain the name of a sponsor.
