ROAD CLOSURE OF RANCHO DEL REY PARKWAY FROM DEL REY
BOULEVARD TO TERRA NOVA DRIVE WEDNESDAY, FEBRUARY 10,
THROUGH FRIDAY FERUARY 12, 2010 FOR THE PURPOSE OF
CONSTRUCTING STREET REPAIRS DUE TO A WATER LINE BREAK
On August 24, 2009, an ilTigation water line owned by Otay Water District ruptured within the roadway
of Ranch Del Rey Parkway approximately 201) feet south of Terra Nova Drive. Otay Water District
(OWD) repaired the water line and made temporary repairs of the street in the vicinity of the break
immediately after the incident. Public Works Construction Inspections staff worked with OWD to
identify ultimate removal and replacement limits of the damaged asphalt and recently, OWD entered
into a contract with Frank & Sons Paving, Inc. to perform the needed street repairs.
Frank & Sons Paving, Inc. submitted traffic control and detour plans requesting the closure of Rancho
Del Rey Parkway from Del Rey Boulevard to Terra Nova Drive ii'OJ11 Wednesday February 10,2010
through Friday February 12, 2010 for the purpose of constructing the street repairs that involves
removll1g all the asphalt in the repair zone and replacing with new asphalt approximately one-inch
thicker than exists today. Staff conSiders this a necessary closure to allow the contractor to quickly and
efficiently make the street repairs using proper pavement removal and paving equipment. By closing
this segment of street to through traffic, it will allow the contractor to perlorm the work much faster
(three days) and With better quality than attempting to work around live traffic through the construction
zone.
Signs will be erected at Del Rey Blvd. and Terra Nova Drive notifYing the public of the upcoming
closure a minimum of two days In advance of closing of the street. There are no homes or businesses
/i'onting the portion of Rancho Del Rey Parkway that is to be repaired and residents can use the
remainder of the loop street to access their homes and businesses.
Chula Vista Transit will not he affected by these strcet closures. All emergency services will be
adequately accommodated during the closure periods.
The Traffic Engineering Section has reviewed and conceptually approved the attached closure and
detour plan.

The purposc of this mcmorandum is to advise the City Council of said closures in aecordancc with
Council Policy No. 576-15, which requires that Council be notified in advance of a request to close a
street for major construction work.
I f Council has no objections to the proposed street closures, staff will proceed with the closure described
shown ahove.
