RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING BIDS AND AWARDING THE
CONTRACT FOR THE "TRAFFIC SIGNAL MODIFICATION
AT THE INTERSECTIONS OF FOURTH AVENUE/MAIN
STREET AND FOURTH AVENUE/BEYER WAY IN THE CITY
OF CHULA VISTA, CALIFORNIA (TF-330)" PROJECT TO
T&M ELECTRIC INC., DBA PERRY ELECTRIC, IN THE
AMOUNT OF $261,919 AND AUTHORIZING THE
EXPENDITURE OF ALL AVAILABLE FUNDS IN THE
PROJECT
WHEREAS, City staff prepared plans and specifications for the "Traffic Signal
Modification at the intersections of Fourth Avenue/Main Street and Fourth Avenue/Beyer Way
in the City of Chula Vista, California (TF-330)" project and advertised the project on October
30, 2009; and
WHEREAS, on November 18, 2009, the Director of Public Works received seven (7)
sealed bids for the project as follows:

2 P T M General Engineering Services, Inc. -Riverside, CA $307,304
3 H M S Construction Inc. -Vista, CA $314,209
4 DBX Inc. -Temecula, CA $332,551
5 Select Electric, Inc. - Spring Valley, CA $335,695
6 Lekos Electric, Inc. - El Cajon, CA $338,403
7 Southwest Traffic Signal Services Inc. - El Cajon, CA $359,042
WHEREAS, the low bid by T & M Electric, Inc, dba Perry Electric is below the
Engineer's estimate of $382,251 by $120,332, or approximately 32%. T & M Electric has
installed traffic signal projects in the City with satisfactory performance.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby accept bids and award the contract for the "Traffic Signal Modification at the
intersections of Fourth Avenue/Main Street and Fourth Avenue/Beyer Way in the City of Chula
Vista, California (TF-330)" project to T & M Electric, Inc. dba Perry Electric in the amount of
$261,919.
BE IT FURTHER RESOLVED, that the City Council of the City of Chula does hereby
waive Council Policy 574-01 and authorize the Director of Public Works Operations to approve
change orders as necessary and expend all available funds in the project.
