Among the ways we have 6-1 Date, Item No.: 0 Meeting Date:02/09/10 Page 2 of 3 benefited from this effort is through Federal funds to support projects and programs that the City Council has endorsed. In 2009, Federal Funds supported the Veterans Wing at the Civic Center Branch Library and efforts toward Chula Vista's future university. Staff has prepared a list of projects for submittal in 2010 (Attachment 1). The list is brought to Council for formal approval. ENVIRONMENTAL REVIEW The Environmental Review Coordinator has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not "Project" as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA, thus no environmental review is necessary. RECOMMENDATION That Council approve the Resolutions. BOARDS/COMMISSION RECOMMENDATION Not applicable. DISCUSSION City staff has developed a package of proposed City projects for which Federal funding assistance may be available in the 2010 legislative session. Chula Vista's Congressional representative, Bob Filner, and California Senator Barbara Boxer have requested that the City identify projects for possible federal funding. While there are no guarantees that funding will be received for any of these projects, we have been encouqlged to submit formal requests to their offices. With Council approval, staff will submit the requests and provide updated information to the Council as it becomes available. DECISION-MAKER CONFLICTS: Staff has reviewed the property holdings of the City Council members and has found conflicts for the following Councilmembers who have property holdings within 500 feet of the boundaries of certain properties which are the subject of this action. ONGOING FISCAL IMPACT There is no on-going fiscal impact with this action. There could be future on-going maintenance or operations costs with specific projects for which federal funding is being requested. Facility needs include more program, office and storage space, general building upgrades, renovation of the existing second floor of the gymnasium, an elevator to the second floor for ADA accessibility, expansion of community center to provide more program space, kitchen renovation, pool and locker Lorna Verde Recreation Center Complex Renovate Lorna Verde Recreation Center, Pool and Community $1.5 Million Renovation Center, which are 30 years old. They are among the only social or family function facilities in Castle Park area and some of the city's busiest facilities. The facility needs mold abatement, re-flooring, '<t air conditioning, remodeling of game room, dance room and craft I room, exterior face lift, enhancements to back outdoor patio, <D conversion of front of building from asphalt driveway to landscaped area safe for children's play. PooLwork is needed to remodel locker rooms, entryway and viewing area, replace pool filters and other equipment that will result in energy savings in the pump room, office, storage and classroom spaces. The architectural design of the library's multiple pyramid roof system leads to some problems with rainwater. Re-directing the runoff and fe-flashing will help with the leaks internally, which has shut down the library because of necessary repairs. The library HVAC system is not energy efficient due to it's age and is in need of replacement.
