SUBMITTED BY: REVIEWED BY: CHIEF OF POLICE ill CITY MANAGER "",;iI -+0 r ::r 1> 4/5THS VOTE: YES X NO SUMMARY Since the events of September 11,2001, the interception of terrorists and their weapons attempting entry across the nation's borders has become the priority mission of the U.S. Department of Homeland Security. Grant funding via "Operation Stonegarden" has been awarded to the San Diego County region to facilitate regional partnerships and enhance border enforcement capabilities. In coordination with the U.S. Customs and Border Protection (CBP) and grant administration by the County of San Diego, the Police Department has been allocated $409,252 for Operation Stonegarden 2009 Supplemental funding. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary RECOMMENDATION That Council adopts the resolutions. BOARDS/COMMISSION RECOMMENDATION Not Applicable. 5-1 FEBRUARY 9,2010 Item 5 Page 2 of3 DISCUSSION The mission of Operation Stonegarden is to raise border security by increasing law enforcement presence along the border, intelligence/information sharing and communication. Participating agencies in this regional effort include the U.S. Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), San Diego County Sheriffs Department, California Highway Patrol, California Fish and Game, San Diego County Probation Department and San Diego Harbor Police. The Chula Vista Police Department is in the unique position of being geographically located in close proximity to the border (5 rniles) with three main north/south arteries traversing the city. As a result, multiple local and federal agencies frequently ask the Department for assistance and interdiction of both north and south bound traffic involved in border-related crimes including drug smuggling, human trafficking, and auto theft. The Police Department was recently awarded $409,252 to fund overtime for Operation Stonegarden enforcement activities and to purchase a Class IV armored vehicle to assist in the overall operational needs of Operation Stonegarden. This funding is separate from the normal Operation Stonegarden 2009 funding. OVERTIME - $96,378 Overtime will be utilized to increase patrol by uniformed personnel in marked vehicles who will conduct high visibility, proactive law enforcement patrols to detect, deter, and interdict human and narcotics trafficking and terrorist activities along the Chula Vista shoreline area (west of Broadway). Additionally, overtime will also be utilized to enhance enforcement efforts for task force officers who's mission is to identify and target the most significant drug trafficking groups in the region including gangs and fug)tives involved in trafficking associated violence. Additionally, overtime will also be utilized to support ongoing task force efforts to identify and deal with the most violent criminal enterprises in San Diego, including border spill-over violence. ARMORED VEIDCLE/FUEL - $311.596 The South Bay portion of San Diego County! has a (2008) population of over 522,000 persons, yet there is no regional asset capable of performing tactical emergency medical services or other activities in a lethal environment. The Chula Vista Police Department proposes to purchase an armored tactical rescue vehicle for use by South Bay jurisdictions for tactical operations, including EMS/rescues, group evacuations of up to 20 persons from dangerous environments, rapid deployment of up to 15 fully equipped officers to incident scenes, and in other high-risk situations, particularly those associated with people and narcotics smuggling and border spill-over violence. Staffwill conduct a Request for Proposal (RFP) to purchase the tactical emergency vehicle and return to the City Council for approval of the RFP and award of the contract to manufacture the vehicle. 1 The cities of Coronado, National City, Chula Vista, Imperiai Beach, San Diego, and unincorporated areas of the San Diego County. 5-2 FEBRUARY 9, 2010 Item~ Page 3 00 The grant also includes funding for fuel for Stonegarden operations. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section I 8704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the appropriation of $407,974 to the Police Department Grant Fund (Fund 252). There are no General Fund expenses related to these expenditures. ONGOING FISCAL IMPACT Staff estimates ongoing maintenance/fuel costs of approximately $3,000 per year for the emergency tactical vehicle under normal use (for both Department and Stonegarden operations). The Department will utilize grant funds to cover operational costs for the following two years (FY 2011 and FY 2012). ATTACHMENTS None. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $407,974 FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING SAID FUNDS TO THE POLICE GRANT FUND FOR OPERATION STONEGARDEN WHEREAS, since the events of September 11, 2001, the interception of terrorists and their weapons attempting entry across the nation's borders has become the priority mission of the U.S. Department of Homeland Security; and WHEREAS, grant funding via "Operation Stonegarden" has been awarded by the U.S Department of Homeland Security to the San Diego County region to facilitate regional partnerships and enhance border enforcement capabilities; and WHEREAS, the Police Department has been allocated $407,974 for Operation Stonegarden to participate in regional enforcement efforts and purchase an armored tactical vehicle to support the mission ofthe operation; and WHEREAS, the grant funds provided by the U.S Department of Homeland Security will completely offset the total costs of Operation Stonegarden. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby accept $407,974 from the U.S Department of Homeland Security and appropriate $96,378 to personnel services, $9,000 to supplies and services, and $302,596 to the capital category of the Police Grant Fund for Operation Stonegarden.
