CHIEF OF POLICEb CITY MANAGER S' -.kr TS 4/5THS VOTE: YES X NO SUMMARY The City of Chula Vista Police Department is currently implementing a new regional Report Management System. Due to staffing reductions, it has become necessary for the department to hire a temporary Project Manager to oversee final implementation of the project for a projected July 2010 roll out target. Additionally, the Department is also requesting appropriations to purchase a new walk-in freezer for Property and Evidence storage. ENVIRONMENTAL REVIEW This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary. RECOMMENDATION That Council adopt the resolution. BOARDS/COMMISSION RECOMMENDATION Not Applicable DISCUSSION In fiscal year 2007, the Police Department received notice from the San Diego Sheriffs Department (SDSD) that they had secured funding via UASI grant funds, to purchase a 3-1 FEBRUARY 9, 2010 Item~ Page 2 of2 fully automated report management system for each local law enforcement agency in San Diego. Since July 2008, The Chula Vista Police Department has been working on a major software implementation which will bring efficiency, increased accuracy, and greater data sharing abilities of the various crime reports and records generated by the Department. The new records management system, known as NetRMS, will modernize a records management system that has essentially gone unchanged for decades. All records will be input electronically into a master database which will afford the department unprecedented data access. This system will eventually link up with other San Diego police agencies in order to be able to share crime information seamlessly between agencies, greatly enhancing the ability to investigate series crimes which oftentimes occur between various cities. Because of recent staff reductions and reorganizations within the department, it is becorning increasingly difficult for current staff to keep up with the demands of the project. In order to finalize the project, staff recommends hiring a temporary project manager to shepard the project to completion. This position will handle coordination of the final installation issues regarding software and hardware, as well as coordinate and participate in department wide training for the system. Staff estimates that final implementation and roll out of the NetRMS system can be reasonably achieved by August 2010. Staff is also requesting funding for a new walk-in freezer for Property and Evidence storage. The department currently utilizes several small, mobile freezers which are not ideally suited to store biological evidence due to their size and inability to control humidity. The new walk-in freezer will provide enough storage area to handle the needs of Property and Evidence as well as maintain stable temperature and humidity thresholds to maintain the integrity of the evidence. DECISION MAKER CONFLICT Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently the 500 foot rule found in California Code of Regulations section 1 8704.2(a)(1) is not applicable to this decision. CURRENT YEAR FISCAL IMPACT Approval of this resolution will result in the appropriation of $100,000 to the Fiscal Year 2010 Police Department Asset Seizure Fund from the available fund balance. There are no General Fund expenses related to these expenditures. ONGOING FISCAL IMPACT There are no ongoing fiscal impacts associated with this proposal. RESOLUTION NO. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROPRIATING $100,000 FROM THE AVAILABLE BALANCE OF THE ASSET SEIZURE FUND FOR POLICE EQUIPMENT AND HOURL Y WAGES WHEREAS, the Police Department is currently implementing a fully automated report management system; and WHEREAS, the Department requires a dedicated project manager to finalize testing and implementation; and WHEREAS, the Police Department also requires the installation of a walk-in freezer to store biologic evidenct; NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Chula Vista does hereby appropriate $40,000 to the Police Department Personnel Services category and $60,000 to the Capital Expenditures category from the available balance of the Asset Seizure Fund.
