AN ORDINANCE OF THE CITY OF CHULA VISTA ADDING A NEW CHAPTER 15.18
TO TITLE 15 OF THE MUNICIPAL CODE ENTITLED "ONE AND TWO-FAMILY
DWELLING CODE, 1979 EDITION" AND AMENDING SECTION 15.08.070 OF THE
MUNICIPAL CODE
The City Council of the City of Chula Vista does hereby ordain as
follows:
SECTION I: That Sections 15.18.010, 15.18.020, 15.18.030, 15.18.040,
15.18.050, 15.18.060, 15.18.070, 15.18.080, 15.18.090, 15.18.100, 15.18.110
and 15.18.120 are hereby added to the Chula Vista Municipal Code to read as
follows:
Sec. 15.18.010. Adopted by reference.
There is hereby adopted by reference the One and Two-Family Dwelling
Code, 1979 edition including the Standards (Chapter 26) and Appendix
A and B that certain document authorized by Library of Congress No.
76-67051 and copyrighted by International Conference of Building Officials,
Building Officials and Code Administrators International, Inc., and
Southern Building Code Congress International. Said document is hereby
adopted as the Building Code for One and Two-Family Dwellings in the
City of Chula Vista for regulating the erection, construction, enlarge-
ment, alteration and repair of dwellings. Providing for the issuance
of permits and collection of fees therefor and each and all such regula-
tions, provisions, penalities, conditions and terms of the One and Two-
Family Dwelling Code, 1979 edition and the Standards (Chapter 26) and
Appendix A and B are hereby referred to, adopted, and made a part hereof
as though fully set forth herein, excepting such portions as are
hereinafter deleted, modified, or amended.
Sec. 15.18.020. R-107 amended.
Sec. R-107 - Right of Appeal.
Appeals to the provisions of the One and Two-Family Dwelling Code
shall be in accordance with Municipal Code, Section 15.08.020 - 204
Uniform Building Code, 1979 edition of the Municipal Code.

Sec. R-109 - Permit.
Per~it fees shall be charged in accordance with the fees established
in Municipal Code, Section 15.08.070 - Table No. 3-A of the Uniform
Building Code, 1979 edition.
Sec. 15.18.040.
Sec. R-110 - Plans.
Issuance and retention of plans shall be based on the requirements
outlined in Municipal Code, Section 15.18.040 - Section 303(a), Uniform
Building Code, 1979 edition and Section 15.08.050 - Section 304,
Uniform Building Code, 1979 edition.
Sec. 15.18.050. R-202 Amended.
Sec. R-202 - Design Criteria.
Buildings shall be constructed in accordance with the provisions of
this Code using the design criteria set forth in Chapter 23 of the
Uniform Building Code, 1979 edition as adopted by Section 15.08.010
of the Chula Vista Municipal Code.
Sec. 15.18.060. R-208 Amended.
Sec. R-208 - Toilet, Bath and Shower Compartments.
Every water closet, bathtub or shower required by this Code shall be
installed in a room which will afford privacy to the occupant.
Each water closet compartment shall be not less than thirty (30) inches
in width and there shall be not less than twenty four (24) inches clear
space in front of each water closet.
Shower compartment floors and walls shall be furnished with a smooth,
hard and nonabsorbent surface in accordance with Section S-26-208 to a
height of not less than six (6) feet above the floor.
Doors and panels of shower and bathtub enclosures shall be substantially
constructed from approved shatter resistant materials. Glazing in doors
and panels of shower and bathtub enclosures shall comply with the require-
ments set forth in Table No. 2-B.
Requirements for the handicap shall comply with Section 1711, Uniform
Building Code, 1979 edition.
Sec. 15.18.070. R-216 Amended.
Sec. R-216 - Smoke Detectors.
Requirements for fire warning systems shall be in accordance with
Section 1210(a) of the Uniform Building Code, 1979 edition as adopted
by Section 15.08.010 of the Municipal Code.
Sec. 15.18.080
Chapter 4. Drawings on pages 38 and 39 are deleted as they apply only
to seismic zone #1 and the City of Chula Vista is in seismic zone #3.
Sec. 15.18.090. P-2112 Amended.
Sec. P-2112 - Backwater Valves.
Backwater valves shall meet the requirements of Section 15.28.070 of
the Municipal Code.
Sec. 15.18.100. P-2406 Amended.
Sec. P-2406 - Maximum Pressure.
Pressure shall be regulated in accordance with Section 15.28.090 of
the Municipal Code.
Sec. 15.18.110. P-2509 Amended.
Sec. P-2509 - Seepage Pits.
Seepage pits shall be circular and shall have excavated diameters of
not less than four (4) feet. The pits shall be lined with burned clay
brick, concrete brick, concrete circular cesspool blocks, redwood or
other approved materials.
Sec. 15.18.120. Added.
In the event that any of the provisions of Chapters 15.08, 15.16 and
15.28 of the Municipal Code are in conflict with the One and Two-Family
Dwelling Code, the One and Two-Family Dwelling Code shall take precedence
in the regulations governing one and two-family dwellings.
Sec. 15.08.070. Table No. 3-A Building Permit Fees.
Table No. 3-A of the Uniform Building Code, 1979 edition is adopted
as the schedule for collecting building permit fees~for all building
permits.
Sec. 15.18.130. Added. Findings and Declaration.
The City Council of the City of Chula Vista, California does hereby
specifically and expressly find and declare that the nature and unique-
ness of the climate,. terrain, location, environment of the City of
Chula Vista does necessitate and demand specific amendments to the
One and Two-Family Dwelling Code, 1979 edition, which are noted herein
this ordinance.
Section II; This ordinance shall take effect and be in full force on
the thirty-first (31) day from after its passage and approval.

AN ORDINANCE OF THE CITY OF CHULA VISTA ADDING A
NEW CHAPTER 15.18 TO TITLE 15 OF THE MUNICIPAL
CODE ENTITLED "ONE AND TWO-FAMILY DWELLING CODE,
1979 EDITION" AND AMENDING SECTION 15.08.070 OF
THE MUNICIPAL CODE
By a unanimous vote of those present (Councilwoman
McCandliss was absent), the City Council, on
September 15, 1981, placed the ordinance on its
second reading and adoption.
Basically, the new Chapter encompasses all the
sections of the building, plumbing, mechanical and
electrical codes into one volume in order to provide
a single document for those persons concerned only with
one and two-family dwellings and also to provide a
uniform document that can be used throughout the
United States.
Copies of the ordinance are available at the office
of the City Clerk, City Hall, 276 Fourth Avenue,
Chula Vista.
