ITEM TITLE: Resolution 16a/~ Accepting bids and awarding contract
for construction of street improvements on Third Avenue from
"G" Street to "K" Street in the City of Chula Vista, California

At 2:00 p.m. on September 24, 1980, in the City Council Chambers,
Public Services Building, the City Engineer received sealed bids for
"Construction of Street Improvements on Third Avenue from "G" Street to
"K" Street in the City of Chula Vista, County of San Diego". The scope
of the work includes construction of curbs, gutters, sidewalk, sidewalk
ramps, driveways, asphalt concrete paving, drainage facilities, traffic
signals, street lights, installation of irrigation system, street tree
planting, and other miscellaneous work as required. It is my
RECOMMENDATION: That Council:
1. Accept the bids and award the contract to Daley Corporation,
San Diego, in the amount of $1,667,805.05.
2. Authorize the additional expenditure of $31,500 from project
GT-84, Third Avenue Widening "G" to "K" Streets for water
utilities relocation and State engineering services.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
Bids were received from three contractors as follows:

The low bid submitted by Daley Corporation is above the Engineer's
estimate of $1,545,274.30 by $122,530.75 or 7.9 percent. We have
reviewed the low bid and find it to be acceptable.
The City Council on October 28, 1980 by Resolution 10307 approved
Supplemental Agreement No.2 to Existing Local Agency - State Agreement
No. 11-5203 covering Federal Aid projects.
This supplemental agreement encumbered the Federal and State funds for
the construction of the Third Avenue Widening project and approved the
City's request to use the "Caltrans Local Agency. Automated Pay System"
(LAAPS). .

~he Council also authorized the expenditure of $109,735.00 for a
deposit by the City to the State prior to award of the contract for
Third Avenue. This money was deposited with the State to cover our
estimated share of the construction costs for the widening project in
accordance with the supplemental agreement. Under LAAPS, the State
makes the contract prog ress payments from Federal, State and Ci ty funds
directly to the contractor.
Supplemental agreement no. 2 does state that the City will deposit
additional funds with the State if the initial deposit is not
sufficient.
There will be additional direct costs to the City for the Third Avenue
widening project which will not be paid by LAAPS:
1. The City Council on October 14, 1980 by Resolution 10295
approved an agreement with the State for providing materials
testing and quality control engineering services. The
estimated cost to the City for the State providing these
services is $11,500. In accordance with the agreement the
City is to deposit this amount with the State within 14 days
of receipt of billing.
2. The City must pay Sweetwater Authority 50% of their cost for
relocating their facilities within Third Avenue. This cost is
estimated at $20,000. The City must issue a purchase order to
Sweetwater Authority before they will order materials and do
the required relocation of their facilities.
The City has received a letter from the State authorizing us to award
the contract to Daley Corporation.

FISCAL 1M PACT:
The City is receiving $1,679,705 in Federal and State funds for
this project. One mile of Third Avenue between "G" and "K" Streets
is being reconstructed and widened for a direct cost to the
City of approximately $142,000.
