At the meeting of October 14, 1980, when this item was first presented
to Council, Council suggested an alternative to that originally
recommended. This alternative would provide mini-blinds in all of City
Hall except for the Council wing which would have drapes. This item
was continued at the October 14 meeting as negotiations were required
with both California Canvas and Sears.
The Purchasing Agent has contacted both California Canvas and Sears.
Therefore, it is my
RECOMMENDATION: That Council:
1. Accept bids.
2. Award the contract for installation of mini-blinds to
California Canvas and award a contract for provision of drapes
in the Council area to Sears Roebuck Contract Sales.
3. Authorize the expenditure of $5,670 from the City Hall
Renovation Fund for the installation of window coverings in
Ci ty Hall.
BOARD/COMMISSION RECOMMENDATION: Not applicable.
DISCUSSION:
,When this item was originally bid, we provided two alternatives. First
'was installation of mini-blinds throughout City Hall. The second was
installation of mini-blinds in all of City Hall with the exception of
the City Manager's area and the Council area which would have been
draped. When bids were received, three entities bid Alternate I and
two bid Alternates 1 and 2. The low bidder on Alternate 1, California
.Canvas, did not bid on Alternate 2. When Council, at their meeting of
October 14, 1980, suggested that mini-blinds be installed in all of
City Hall with the exception of the entire Council wing, which would be
draped, it became necessary for the Purchasing Agent to negotiate with
California Canvas and Sears as this was not exactly Alternate 1 or 2.
The results of these negotiations are as follows:
1. California Canvas has agreed to install mini-blinds in City
Hall with the exception of the Council area and the City
Manager's and Assistant City Manager's office for $3,053.73.
This is a reduction of $435.79 plus sales tax for the deleted
windows.

2. Sears Roebuck & Co.. contract sales division, has agreed to
install draperies in the Council wing for $2,102.51. Adding a
10% contingency of $515, total authorized expenditure is
$5,670.
When this item was originally bid, a drapery"fabric similar to that
currently in City Hall and compatible color patterns were selected for
bidding cost comparisons. It is suggested that the Sears
representative bring fabric samples to City Hall, make recommendations
to the Mayor for possible choices and that the Mayor and City Council
make the final choice for the drapes in the Council wing.
FISCAL 1M PACT:
Window blind installation - $3,053.73
Drapery installation - $2,102.51
10% contingency - $515.00
Rounded total - $5,670.00
Funds have been appropriated in City Hall Renovation Fund and are
available for expenditure for this purpose.
