SUBMITTED BY: C. t E. 0;)1/ 1 Y nglneer II, At 2:00 p.m. on October 1, 1980, in Conference Room 3 in the Public Services Building, the City Engineer received bids for "Construction of Box Culverts across Third Avenue at Park Way and South of "G" Street east of Third Avenue within the City of Chula Vista, California". The scope of the work includes installation of a reinforced concrete box culvert, storm drain pipes, curb, gutter, sidewalk, driveway apron, retaining walls, grate, concrete slabwork, chain link fencing, drainage manhole, cutoff wall, headwall, inlet struc.ture, box culvert transition, outlet structure, building modifications, asphalt paving and base, property restoration and other miscellaneous work as required. Each alternate has a different scope of work. Alternate 1 is for the total project which includes the construction of a box culvert across Third Avenue at Park Way and a box culvert south of "G" Street east of Third Avenue. Alternate 2 includes only the construction of the box culvert across Third Avenue at parkway. Bids were received from five contractors as follows: Contractor Alternate 1 Alternate 2 1. Gemi, Inc. - Arcadia 419,306.00 331,695.00 The low bid submitted by Sapper Brothers, Inc. is below the Engineer's estimate of $432,798.00 for Alternate 1 by $124,852.00 or 28.8 percent. Sapper Brothers was also the low bidder for Alternate 2. Their bid for Alternate 2 is below the Engineer's estimate of $360,991 by $122,146.00 or 33.8 percent. We have reviewed the low bid and find it to be acceptable. We are very pleased with the low bid received and with the contractor, Sapper Brothers, who has completed other projects for us. The inflationary trend in construction has apparently softened. I believe this could be due to more competition because of lower activity in the private building industry. Staff is recommending the award of the bid for Alternate 1.This alternate provides for: 1. The ul timate drainage improvement across Thi rd Avenue. 2. Expansion of the parking lot (approx. 5 spaces) south of Madrona and east of Third. 3. Elimination of the flooding hazard and ponding south of "G" Street. The Federal Department of Housing and Urban Development has reviewed the low bidder's eligibility to participate in a Federally financed Block Grant project and has approved Sapper for this project. .' FINANCIAL STATEMENT: Adequate funds are available for construction 0 this project of transfers are made from other completed Block Grant projects and from a portion of the Block Grant local option funds.
