(4/5ths Vote: Yes~ No_) The State of California, Department of Transportation has prepared an agreement to provide certain construction engineering services for the improvement of Third Avenue between "G" Street and "K" Street. This is a Federally funded (F.k:U.) project. It is my RECOMMENDATION: That Council adopt the resolution approving the agreement. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: We have received bids for the reconstruction and widening of Third Avenue, "G" Street to "K" Street. This project is to receive 86.09% financing through Federal funds (F.A.U.). The construction of this project will be in accordance with the State Standard Specifications for F.A.U. projects. This project will require extensive testing and material sampling as well as traffic signal controller testing. The required testing is beyond the capabilities of City staff. The State Department of Transportation has agreed to perform the material testing and quality control for the City at an estimated cost of $11,500.00. The State has done testing for the City on other F.A~U projects. The amount paid will be the actual costs plUS overhead. The estimate covers the following work by the State. 1. Testing of 5 traffic signal controllers @ $800 each = $'4,000.00 2. Inspector's time at the batching plants for Asphalt Concrete Pavement, Cement Treated Base Material, Portland Cement Concrete 4,500.00 3. Miscellaneous testing of pipe, steel, traffic signal materials and certifications 3,000.00 TOTAL $11 ,500.00 FISCAL IMPACT: Engineering will be submitting an agreement in' the near future for Council approval in which the State agrees to make the project payments directly from the F.A.U. funds through the State LAAPS program (Local Agency Automated Pay System). We expect that 86% of the material 'testing and quality control costs will be paid out of F.A.U. funds.
