HomeMy WebLinkAboutAgenda Statement 1980/10/14 Item 11 " COUNCIL AGENDA STATEMENT 11 Item Meeting Date 10-14-80 ITEM TITLE: Resolution 16;A.,"~ Approving encroachment permit for the installation of sign for Community Hospital within City right-of-way ^~ SUBMITTED By:City Engineer ~r ' (4/5ths Vote: Yes_ No~J On August 20, 1980, a letter was submitted to this department by the Community Hospital of Chula Vista requesting permission to encroach into Telegraph Canyon Road right-of-way with a directional sign to the hospital. They propose to place the sign approximately 50 feet west of the southwest corner of Telegraph Canyon Road and Brandywine Avenue. It is my RECOMMENDATION: That the City Council approve the subject encroachment permit with conditions included in the discussion of this report and authorize the City Engineer to issue said permit. BOARD/COMMISSION RECOMMENDATION: Not applicable. DISCUSSION: The Community Hospital of Chula Vista has requested permission to install a directional sign on Telegraph Canyon Road at Brandywine Avenue. The proposed location is approximately 50 feet westerly of the intersection on the south side of Telegraph Canyon Road. The sign is intended to assist the motoring public in locating the hospital turnoff. Presently, the City's right-of-way extends approximately 25 feet south of the southerly curb line of Telegraph Canyon Road as shown on Exhibit A (attached). Approximately the most southerly 12.5 feet of this right-of-way is part of the old alignment of Telegraph Canyon Road. The new alignment of the road will require the ultimate right-of-way line to be only 12.5 feet south of the curb line. If the adjacent property owner, United Enterprises, Inc., requests the City to vacate the excess portion and, in fact, the right-of-way reverts to them, the encroachment permit becomes invalid and the matter will have to be settled between United Enterprises and the Community Hospital. The hospital representatives have been made aware of the situation. Council has discretionary power to vacate all or a portion of this right-of-way and can resolve this question when and if the vacation is requested. From an engineering standpoint, I have no objection to placing the sign as proposed. It will not cause a hazard to the public. Page 2, Item Meeting Date 10-14-80 11 2. A separate permit must be obtained from the Department of Building and Housing to construct the sign. 3. The encroachment permit will become null and void upon vacation of the right-of-way. The Planning Department has reviewed the proposed sign and agrees with the recommendation.
