COUNCIL AGENDA STATEMENT ITEM TITLE: SUBMITTED BY: Item 11 Meeting Date 10-7-80 (4/5ths Vote: Yes___ No~) On September 22, 1980, the Comprehensive Planning Organization Board of Directors passed a resolution of support for Proposition 1, which is included as an exhibit. CFO staff has requested Council to also support the proposition. Proposition 1 is the State Parklands Acquisition and Development Program Bond Issue. If approved by a majority of voters, it will authorize State general obligation bonds of $285 million for a number of programs; most of the programs will provide some parkland and recreational facilities in the San Diego region, as outlined in the discussion below. DISCUSSION The Parklands Acquisition and Developnent Act provides an important source of funding to the residents of Chula Vista and the San Diego region. Of the $285 million, some $85 million will be for grants to local governments, to be distributed as determined by officials representing local agencies. Page 2, Item 11 Meeting Date 10-7-80 State bond funds have been a major source of rrouey for park acquisition throughout the region. Such funds have provided matching rroney for federal grants as well. FUnds from a previous issue, in the amount of $308,000 were provided for construction of the new Park Way Community Center, and $150,000 for construction in Rohr Park. FISCAL IMPACT Proposition 1 will be financed by the sale of general obligation bonds. The State Depart- ment of Finance estimates the total cost of the bond authorization at $509,437,500 (at 7 1/'2f'!o interest and 20-year maturity). This includes the $285 million redemption value of the bonds and total cost of $224,437,500. This amounts to about $1.17 per person annually.
