SECTION II: This ordinance shall take effect

safety for the following reasons:
1. This ordinance implements the provisions of Chapter
1040, Statutes 1985, which will take effect on January 1, 1986
relating to the bail for parking citations. If this ordinance is
not adopted, the bail for parking citations will not be
consistent with the requirements of Chapter 1040. This
inconsistency could result in the citations being dismissed by
the court.
2. The administrative costs necessary to implement
Chapter 1040, by the City of Chula Vista, will be incurred
immediately due to the necessity to print new citations. In the
absence of this ordinance, funds from other sources would be
necessary to cover the costs. The depletion of other funding
sources would have an adverse effect on the public peace, health
and safety.
